INTRODUCTION OF POST
The responsibilities of the Regional Specialized Officer, under the supervision of the Head, Africa Joint Operations Against Cybercrime, is to provide up-to-date specialized knowledge, training and investigative support in cybercrime to AFRIPOL member countries. Therefore, the Regional Specialized Officer must be able to provide cybercrime investigative support and coordinate multi-jurisdictional cybercrime operations; while also be able to encourage and enhance publicprivate partnerships with organizations that deal with the global cybercrime related issues. The activities of the Regional Specialized Officer is to support the three main pillars including;
To help bring AFRIPOL Member States together to jointly establish a framework that improves interoperability between national law enforcement agencies
Enhance collaboration with the regional law enforcement agencies through a virtual collaboration platform that enables secure exchanges
Proactively develop plans for INTERPOL-led multi-jurisdictional cybercrime operations across AFRIPOL to address prevalent Cybercrime threats
PRIMARY DUTIES
The post holder’s main responsibilities include, but are not limited to:
Provide subject-matter expertise in the area of anti-cybercrime operations in AFRIPOL member countries;
To facilitate the sharing and exchanging of actionable intelligence among concerned countries during cybercrime investigations
Provide high-quality guidance, advice and mentoring to law enforcement counterparts in the assigned beneficiary countries in the area of cybercrime investigation;
To provide operational support to AFRIPOL member countries to help in their conduct of cybercrime investigations;
Assisting with developing, coordinating and implementing comprehensive operations plans;
Being able to formulate effective multi-jurisdictional plans in-line with the pillars to address contemporary cybercrime issues
Assisting in identifying operational needs for law enforcement agencies in the assigned AFRIPOL member countries;
Identifying opportunities for partnership both within and out of the Africa region; therefore reporting on opportunities and challenges that could enhance, impact, delay or otherwise affect implementation of the project initiatives and anti-cybercrime operations.
Perform and carry out all other duties as may be required by the hierarchy.
REQUIREMENTS

Training/Education required
Undergraduate university degree in Information
Technology or Information Security, Computer Science, Intelligence Analysis, Cyber Security or another related field of study required or equivalent five years’ experience in field related to cybercrime is required if they do not have the required level of education.
Experience required
At least three years’ experience in a relevant field would be highly desirable. This could mean work as an analyst in a law enforcement organization, or experience as a researcher/analyst in another organization dealing with cybercrime-related issues, intelligence analysis or contemporary international cyber security threats;
Strong ability to exploit the Internet and other electronic sources for the collection of open source information relevant to criminal intelligence analysis would be considered an asset;
Strong cyber security analytical and situational awareness skills;
Strong understanding of the tools and sources available to conduct cyber threats analysis;
Strong computer skills required.
Proficiency in standard office word-processing, spreadsheet, database and presentation software required.
Advanced experience in using link-and flowcharting tools and/or statistical/GIS analysis software would be highly desirable
Languages
Fluency in English is required
Fluency/proficiency in more languages e.g. French,
Portuguese, Arabic and other African languages would be considered as an additional asset.
Specific skills required
Technical skill proficiency in the following areas:
Network communication, basic understanding of malware (malware communication, installation, malware type), open source information collection;
Very strong communication both in written or oral form;
Ability to work independently as well as in team;
Ability to apply formal intelligence analysis methods, develop hypothesis, and apply attribution to cyber threat activity;
Ability to work persistently and under pressure, with discipline and high degree of self-motivation;
Good social, specifically multicultural, skills;
Highly developed initiative, creativity (original thinking), curiosity and critical thinking;
Ability to maintain and develop professional network;
Willingness to learn.
