JOB DESCRIPTION
What we are looking for
The purpose of the Regional HR Adviser is to support the country offices (COs) in implementing global HR systems and initiatives in accordance with NRC policies and procedures and to support building sustainable capacity in HR structures and systems in Country Programmes. The regional HR Adviser may Act on behalf of the Regional Head of HR to perform quality and compliance control.
What you will do
Generic responsibilities 

Compliance and adherence to NRC policies, guidance, and procedures
Provide strategic advice and technical support to the Country Offices in the region on HR.
Support and monitor compliance with the HR handbooks and NRC policies,and respective quality assurances
Provide control checks to the COs to ensure compliance with the HR handbook, pre-agreed through travel visits to the country offices.
Contribute to the development of policies, strategies, tools, and new approaches, with a focus on innovation and piloting
Ensure that best practices are identified, documented, and disseminated both within the region and beyond
Participate in strategy processes and advise on HR initiatives related to the regional strategy and Country program-specific strategies
Participate in the strategy process for HR Global and take part in reference groups for new HR initiatives or thematic issues established by HR Global
Provide training and capacity development across Country Offices in the region and the Regional Office
Provide regular HR analysis and reports

Specific responsibilities 
These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus, and type of intervention. This section shall be revised whenever a new employee is hired, or the context changes significantly.

Management of a regional portfolio team to ensure effective and efficient recruitment and onboarding
Contribute to fit-for-purpose HR initiatives ensuring cost efficiency, innovation, and a focus on building HR at the country level
Coach, advice, and support CO HR focal points on global HR initiatives, including Talent Management, Compensation and Benefits,Organisational Design, and Staff Care
Contribute to Talent Management initiatives in the portfolio and regional collaboration to increase Learning and Development capacity, workforce, and succession planning
Share best practices on operative HR issues with other HR advisers in NRC through regular fora for cooperation (operative issues)

Interfaces with all HR Managers or HR Coordinators in the region
Country Directors
Interfaces with HR HO

What you will bring:
Generic professional competencies:

Minimum 3 years of experience working in senior human resources role, preferably as a senior HR Manager in a humanitarian/recovery context Experience working in complex and volatile contexts.
Documented results related to the position’s responsibilities
Knowledge about own leadership skills/profile
Fluency in English, both written and verbal

What we offer

Duty station: We need two staff as Regional Human Resources adviser, one is open for Kenyan nationals only and that shall be based in Kenya. The other role holder will work remotely from their home country (national contract), preferably from East Africa and Yemen Region.
Contract: national contract, 12 months (extendable)
Travel: up to 20%.
Salary/benefits: grade 9 on NRC’s country salary scale.
