Generic responsibilities
Compliance and adherence to NRC policies, guidance and procedures
Manage performance and staff development of the Regional HR Unit
Implement the global HR initiatives/tools/system in the region
Develop and implement specific HR procedures, SOPs, guidelines and tools in the region.
Ensure control mechanisms in HR in NRC operations in the region
Ensure guidance, support and capacity building to HR staff and line managers in Country Offices in the region
Provide regular HR analysis and statistics for the region
Provide support to senior line managers in personnel issues, conflicts and eventual legal issues
Support and provide guidance on Duty of Care response and initiatives
Promote the rights of IDPs/refugees in line with the advocacy strategy
Specific responsibilities
Compliance
Compliance with Organizational structure and advising on organizational structure process. Help countries with the correct organizational structure, size and number of staff etc.
Visit country offices to provide strategic HR support; and conduct compliance checks to ensure all countries comply with global HR requirements
Advise the Regional Office and Country Offices on contractual decisions of international staff is in line with the Norwegian law.
Professional competencies:
Degree in Human Resource or similar/related field
Minimum 5 years HR experience working in complex and volatile contexts
Experience working working for a development or humanitarian organisation; international experience is highly advantageous
Previous experience in a senior HR management role
Experience handling complex people issues and investigations
Excellent interpersonal communication skills, with the ability to engage and influence at all levels, including senior management
Strong leaderships skills, with the ability to lead and empower a team
Innovative thinking with the ability to drive and influence strategy
Fluency in English, both written and verbal
Knowledge of the context in the East Africa/Yemen Region.
Experience with country/programme start-up, exit or similar
