Responsibilities
Under overall supervision of the Head of Transnational Organized Crime, Illicit Trafficking and Terrorism Programmes (Programme Management Officer) and direct supervision of the Associate Crime Prevention and Criminal Justice Officer in Addis Ababa (J/TIP Ethiopia) and Associate Crime Prevention and Criminal Justice Officer in Nairobi (for J/TIP Eastern Africa activities), and in close consultation with project coordinators and other consultants across the region, perform the following tasks aimed at supporting the Transnational Organized Crime and Illicit Trafficking Programme:
Develop a workplan in consultation with UNODC;
Amend and validate prosecution manual and training curriculum for TIP cases, in consultation and cooperation with MOJ in Ethiopia
Conduct basic and specialised training workshops on prosecuting cases of countering Transnational Organised Crimes including TIP and SOM in Ethiopia;
Provide specialized mentoring and substantive advice on prosecution and criminal justice aspects on trafficking in persons and smuggling of migrants related cases in Ethiopia;
Develop and deliver one specialized inter-agency scenario-based simulation exercise for criminal justice practitioners in Mauritius to assess the functionality of anti-TIP legislation and national coordination in TIP investigations and prosecution;
Qualifications/special skills
Academic Qualifications:
Advance university degree in criminology, law, political sciences, sociology or related discipline is required; A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree
Experience:
A minimum of 7 years of relevant work experience in the field of trafficking in persons and smuggling of migrants is required
Experience in legal, prosecution and/or adjudication as well as related inter-agency collaboration matters pertaining to handling serious crimes, such as terrorism and transnational organized crime is required
Experience in training/mentoring prosecutors and/or other criminal justice officials in matters relating to the investigation and prosecution of human trafficking, migrant smuggling and other related transnational organized crimes is required
Knowledge of the mandates of the United Nations Office on Drugs and Crime (UNODC) United Nations Convention against Transnational Organized Crime (UNTOC) and the Protocol to Prevent, Suppress and Punish Trafficking in Persons, especially Women and Children (Trafficking in Persons Protocol) and the Protocol against the Smuggling of Migrants by Land, Sea and Air (Smuggling of Migrants Protocol) is desirable
Experience in planning and producing interactive training materials and tools is required
Training experience with criminal justice practitioners is required
Experience working with criminal justice practitioners is desirable
Previous work experience with the UN or other International Organizations is desirable
Language:
English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required. Knowledge of another official United Nations Secretariat language is an advantage
Skills:
Exposure to development work and experience in Eastern Africa is desirable
Excellent written, verbal and interpersonal communication skills are required
Excellent command of written and spoken English is required
