Job Summary 

The Project Officer – Monitoring & Evaluation (Nutrition Case Management) for Nawiri is responsible for implementing, analysis and reporting of health and nutrition surveys, surveillance activities, and other H&N related activities. The job holder will contribute to the designing of Nawiri Health and Nutrition data collection tools, ensuring they are digitized on the MEAL platform. The officer also ensures implementing teams use the appropriate tools correctly and that the quality of data/information received is of high standards. As part of the H&N team, he/she will support MOH in the roll-out and implementation of the Nawiri County Integrated Monitoring and Evaluation System (CIMES) which provides an integrated structure and process for counties to engage stakeholders, plan, govern, manage, and operate independently but in sync with one another. As part of the overall M&E unit, contributes to learning with other M&E staff.

Roles and Key Responsibilities

Participate in the design and rollout of health and nutrition case management tools.
Provide capacity building and mentorship for implementing teams on the use of the health and nutrition tools.
Work with other H&N team members on nutrition case management system and facilitate registration process and tracking of participants.
Contribute to the quarterly indicators monitoring report and share results of projects’ quality performance based on monitoring data findings.
Participate in data quality assessments and resolution of data quality issues. 
Periodic monitoring of the existing M&E system to ensure quality data is collected and utilized to support periodic reviews of program performance.
Ensure data is entered into the M&E system in a timely manner.
Support the documentation and dissemination of experiences and lessons learned on each of the Nawiri areas to ensure learning across units.
Compile high quality situational analysis, infographics, and presentations. 
Participate in Global accountability Community of Practice learning and information sharing initiatives.

Required Languages: Excellent verbal and written communication in English, with ability to write reports.

Travel: Position is based in Isiolo. Must be willing and able to travel to the field up to 60%.

Key Working Relationships 

Internal: M&E Technical Lead, M&E Manager, Senior Project Officer (M&E), A&L Officers, Project staff, Information and Communications Technology (ICT) staff.

External: Implementing partner M&E officers and consortium partner staff, peer agencies’ staff, and community members.

QUALIFICATIONS

Basic Qualifications

Bachelor’s degree in international development, nutrition, public health, Demography, Social Sciences, Statistics, Monitoring and Evaluation, or other MEAL related field is required. 
Minimum of three years’ NGO experience in designing and managing monitoring and evaluation systems for moderately complex projects, funded by different public donors, including USAID, preferably in health and nutrition related projects.
Knowledge of technical principles and concepts in M&E.
Experience and skills in partner relationship management, participatory action planning and community engagement is a plus.
Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems, knowledge-sharing networks.
Experience in using data analysis software is preferred (SPSS, STATA, EpiInfo, Nutrisurvey).
Experience in using mobile-data collection and management software (e.g ODK, Commcare,I-form builder, Kobo)
Demonstrated experience in facilitating groups, meetings, and events (both online and in-person), resulting in collaborative decision-making with agreed-upon action items/priorities.
