Project Officer

ABOUT YOU 

You will have experience is strengthening public health service delivery programs, partner technical support and capacity building, advocacy, health systems performance and experience with a mix of practical technical skills necessary for strengthening health systems at the national, county and community levels. Furthermore, you will have excellent knowledge of national, county and community-level challenges impacting health systems. You will also have demonstrated capacity to build and maintain productive working relationships with a wide network of partners and stakeholders. Additionally, you will have superior report writing, presentation skills and ability to communicate technical materials to a mix of audiences and, for differing purposes using print, electronic, and presentation media. You will also have maturity, high degree of integrity and professionalism. Finally, you will have interpersonal and intercultural sensitivity and you will have proficiency in English language and conceptual, analytical and presentation skills. 

THE OPPORTUNITY  

The Project Officer is accountable for the implementation and operations support for various approved project activities to ensure quality delivery of Integrated Management of Diabetic Retinopathy and Glaucoma Projects. The goal of the project is to reduce the prevalence of blindness caused by Glaucoma and Diabetic Retinopathy in Kenya by increasing equitable access to quality and specialised eye health services. The project will strengthen the capacity of the health system to provide high quality glaucoma and retinal eye health services across the patient pathway and to improve patient eye health outcomes for poor and vulnerable communities. 

KEY RESPONSIBILITIES 

Support the implementation of approved project activities in accordance with agreed Project Implementation Plans, work plans and annual budgets. 
Support the Project Coordinator and Program Manager in ensuring that program activities are timely planned, implemented, monitored, and reported through submission of timely quality quarterly reports.  
Report on any emerging developments that might necessitate variations from planned activities and ensure that the Program Manager and relevant team members are made aware of such developments for timely decision making and action.  
Support partners’ capacity assessments and capacity building to ensure timely implementation and reporting of project activities as per the work plan. 
Work with the Project Coordinator, Program Manager, and Monitoring and Evaluation team to ensure activities – as per key indicators are closely monitored and documented throughout implementation and that timely actions are taken to continually improve activity and financial performance (including re-orienting and adjusting strategies when needed). 
Support partners in preparing annual financial budgets, work plans and monitor monthly/quarterly expenditure against budgets and ensure submission of timely accurate monthly and quarterly financial returns and utilization of project assets and resources. 
Stay abreast of key developments in the areas of Diabetic Retinopathy and Glaucoma, resource allocation, innovations, and interventions in Kenya in order to inform technical support activities. 
Manage relationships with stakeholders at community level, county, health/hospital leadership and service providers (public or private) for seamless implementation, reviews, reporting and improvements in project performance. 
Support the Project Coordinator in planning, organizing, and monitoring engagement meetings with stakeholders, county health teams, relevant county departments and other partners. 
Support the documentation and knowledge management for continuous learning through regular program reviews, sharing of change and impact stories. 
Support The Foundation’s communication, visibility and fundraising initiatives through identification, documentation and sharing of compelling beneficiary stories and case studies. 

WHAT YOU’LL NEED TO SUCCEED 

Minimum of 3 years working experience with reputable NGO’s. 
Knowledge of project design, project management, budget development and monitoring. 
Considerable experience in implementation of donor-funded programs, working with donor organizations and development partners. 
Proven hands-on experience in project implementation and working through partners. 
Good networking skills, with experience in a busy health development organization. 
Proven ability to influence and work with government partners/stakeholders. 
Grant management.  
Experience in implementing eye health project is desirable.
