Programme Manager/Chief of Party (LGRA) (P4)

Under the overall supervision of the Chief of Mission (CoM) and under the direct supervision of the Senior Programme Coordinator (Transition and Recovery Pillar) of IOM Somalia, the Programme Manager/Chief of Party (LGRA) will be responsible for the overall coordination of activities of IOM’s Local Governance and Reconciliation Activity (LGRA), funded by USAID.
Core Functions / Responsibilities:

Manage all programmatic, financial, administrative, and logistical responsibilities for all programme activities and ensure that IOM standards and operating modalities are met wherever the programme is implemented. This includes direct responsibility for coordination in Nairobi with both the USAID Team and the IOM Mission on key programmatic, financial, logistical and management matters.
Conceptualize and design programme strategies and resource allocations in line with prioritized locations under the USAID portfolio, with a particular focus on areas recently recovered by the Federal Government of Somalia and reflecting the geographic priority zones specified by USAID.
Supervise and coordinate the daily work of the Deputy Chief of Party, based in Somalia, to ensure the programme strategies, implementation modalities and systems are aligned with the overall project objectives and expectations of USAID.
Maintain a frequent dialogue and work closely with USAID to re-enforce the principle of a one team approach, with a specific focus in the development of programme strategy and activity development.
Manage the relationship with USAID, both in Nairobi and in Mogadishu, and work in close coordination with the IOM Community Stabilization Coordinator in Washington, D.C. as part of IOM’s global strategic partnership with USAID.
Hire and train all programme staff as well as create, deploy, and periodically fine-tune all programmatic systems, including procurement, financial tracking, accounting, and audit compliance. Ensure that all departments are coordinating smoothly to achieve the programme objectives as well as supervise all in-country international and national staff.
Responsible for the safety and security of all individuals implementing the programme in close conjunction with the management of the IOM Mission in Somalia, the Mission’s Field Security Officer, and in accordance with the United Nations Department of Safety and Security (UNDSS) requirements. This includes ensuring that appropriate security information is regularly and appropriately disseminated, and that relevant safety and security training is conducted in coordination with IOM’s Staff Security Unit (SSU).
Undertake regular field missions, security permitting, to oversee the project implementation, participate in state and non-state coordination fora and to build relations with key institutions and counterparts.
Assess, develop a plan for, and oversee all related contracting staff, technical experts, or service providers in relation to the programme.
Liaise with international and national counterparts to further the development and enhance the objectives of the programme. Seek programmatic partnerships and synergies when appropriate with other humanitarian and development partners and government entities.
Perform such other duties as may be assigned.

Required Qualifications and Experience:
Education

Master’s degree in Law, International Relations, Development Studies and Planning or a related field from an accredited academic institution with seven years of relevant professional experience; or, University degree in the above fields with nine years of relevant professional experience.

Experience

Operational field experience in programme formulation, implementation and evaluation;
Operational experience with USAID programming in a rapid transition or post-conflict area;
Progressive responsibility with demonstrated supervisory experience in staff, security, budget, and office management;
Experience managing staff from diverse environments and backgrounds and in UNDSS phased security areas.
Previous work experience in small-grants programming supporting small-scale efforts promoting community reconciliation, resiliency, local capacity building, strategic communications, and small-scale infrastructure rehabilitation, is highly desirable;
Prior relevant professional experience in Somalia on local governance, reconciliation, and/or peacebuilding programmes, an asset.

Skills

Thorough knowledge of the United Nations Department of Safety and Security (UNDSS) protocols and experience working in a Phase III or above security environment;
Knowledge of USAID programming modalities;
Knowledge of Somalia, including socioeconomic and political context;
Negotiation and diplomatic skills;
Knowledge of IOM resource management rules and procedures;
Knowledge of IOM and UN procurement and logistics management and procedures.
