Programme Management Officer, P4 Finance and Budget Officer, P3 Chief of Service, Chief Of Service, Programme Management [Temporary]

This position supports UNEP’s work in relation to One Health. In March 2022 UNEP joined the Food and Agriculture Organization of the United Nations (FAO), the World Organization for Animal Health (OIE) and the World Health Organization (WHO) to form the Quadripartite Alliance for One Health. UNEP will specifically aim to strengthen the environmental dimensions of human and animal health and contribute to the joint objectives of the expanded One Health alliance and the Global Action Plan on One Health, which is currently under development. UNEP has also embarked, in partnership with seven other organizations, in a new Nature for Health Fund.
Under the direct supervision of the Senior Programme Officer for One Health, the incumbent will perform the following functions:
Responsibilities

Develops, implements and evaluates assigned programmes/projects; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
Researches, analyzes and presents information gathered from diverse sources.
Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies,
Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications.
Provides substantive backstopping to consultative and other meetings, conferences, to include proposing agenda topics, identifying participants, preparation of documents and presentations.
Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries.
Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements) and prepares related documents/reports (pledging, work programme, programme budget).

PROFESSIONALISM: Knowledge and understanding of theories, concepts and approaches relevant to One Health, EcoHealth, Planetary Health and other integrated approaches to health, particularly from the environmental angle, but complemented by a good understanding of the animal and public health aspects. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Education

Advanced university degree (Master’s degree or equivalent) in environment, ecosystem health, public health or a related field is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven (7) years of progressively responsible experience in project or programme management, on biodiversity, climate change and ecosystems or related area is required.
At least three (3) years of international work experience is required.
Experience working on interdisciplinary approaches to environment, including through one health approaches is desirable.
Experience managing diverse teams is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.
