Program Officer Monitoring, Evaluation and Learning Coordinator

Position Summary

Freedom House is seeking a program officer for its programs in Kenya, Nairobi. The program aims to promote human rights, sustain emerging elements of civil society, and bolster civic capabilities to influence current and future political processes. Program officer will work closely with the SHRI Program Manager in overseeing and implementing interventions aimed at advancing human rights in Sudan. This role will primarily focus on capacity building for civil society organizations, managing the grant process, and coordinating program activities with a wider team. This position will be based in Nairobi, Kenya, and will report directly to the Program Manager.

Principal Duties & Responsibilities
Capacity Building:

Develop and execute comprehensive capacity-building initiatives tailored for civil society organizations in Sudan to enhance their advocacy, leadership, and operational effectiveness.
Conduct needs assessments and design training programs, workshops, and resources addressing identified capacity gaps.
Offer ongoing mentorship and guidance to grantees to ensure their sustainability and impact on human rights issues.

Grant Management:

Manage the grants lifecycle under the supervision of the program manager, including concept notes review, selection, monitoring, and evaluation of grantees’ projects.
Contribute to develop clear and comprehensive grant guidelines, application forms, and evaluation criteria.
Conduct due diligence assessments of potential grantees and ensure compliance with organizational policies and donor requirements.

Coordination and Collaboration:

Serve as the primary liaison between the organization and its partners, stakeholders, and the wider team.
Coordinate and facilitate regular meetings, workshops, and training sessions with various stakeholders to promote collaboration and information sharing.
Collaborate closely with other team members to ensure alignment of programs and sharing of best practices.

Administrative Support:

Provide administrative support to facilitate the smooth operation of program activities, including scheduling meetings, drafting agendas, and documenting meeting minutes.
Assist in financial management, including budget preparation, expense tracking, and financial reporting.
Coordinate logistical arrangements for workshops, events, and training sessions.

QUALIFICATIONS Education

Bachelor’s degree in social sciences, statistics or related field; master’s degree strongly preferred.

Experience

Minimum 4 – 6 years of experience program management

Technical Skills and Abilities:

Proficiency in MS Office Suite (especially use of word), proficiency in project management software, experience.
Strong ability to communicate effectively in English and some knowledge of Arabic, both verbal and written.
Experience with qualitative and quantitative M&E data collection and analysis methods, including tracking outcome indicators and conducting program evaluations.
Ability to plan, organize, prioritize work, and multitask to meet tight deadlines.
Ability to consistently apply good judgment in problem solving and decision making.
Ability to apply interpersonal skills, collaborate with others, and successfully work as an effective team member.
Ability to always maintain the highest degree of confidentiality regarding all aspects of work.
