Purpose:
In line with Planned Parenthood Global’s mission and objectives, the Program Officer, Evidence Learning, & Impact will play a key role in designing programs and developing project-specific plans to monitor progress, evaluate effectiveness, and disseminate results of project activities and innovations supported by Planned Parenthood Global.
The Program Officer, ELI has the primary responsibility of designing and maintaining data collection, analysis, and storage systems and for ensuring that all necessary information, from both routine reporting as well as ad hoc data collection efforts and special studies, is collected, analyzed and used in guiding implementing partner projects and regional program planning, informing funders and collaborating partners about project activities and accomplishments and for dissemination to the wider development audience.
Engagement:
Regularly interacts with fellow Regional Office Staff, Global Operations Staff, Program and Senior Management Team to ensure timely completion of tasks and achievement of performance objectives. In addition, works closely with Planned Parenthood Global Latin America Team and the Global Connect Team for information sharing and joint program planning. The frequency and nature of external interactions are guided by divisional guidelines, work plans, and project needs. Requires regular contact with in-country partners, colleagues, and sister organizations, in order to advance the interests of Planned Parenthood Global.
Delivery:
As part of the Evidence Learning & Impact team, the Program Officer will:
Ensure excellence of M&E efforts in support of program implementation and serve as the M&E focal person for Africa Regional Office regarding data entry, storage, cleaning, analysis, and presentation.
Assist in updating the PP Global shared drive designed to efficiently organize and manage project-related documentation for all ongoing and future initiatives.
Collaborate closely with the entire ELI and Programs team in strengthening Planned Parenthood Global and partner M&E systems.
In collaboration with Program staff, perform partner visits for the verification, validation, and quality of data. Collaborate closely with the team and other program staff to ensure the preparation and timely submission of quarterly and annual reports, as well as donor and other reports.
Update and maintain project reporting schedules; review quarterly data collection and reporting tools for adequacy; and undertake data entry as required.
Assist in reviewing and updating projects’ results frameworks and ensuring that they logically capture the hierarchy of objectives, outcomes, outputs, and indicators for the key thematic areas.
Assist in development of project specific M&E plans and provide technical assistance to implementing partners on M&E related activities including customizing and training on use of M&E tools to ensure compliance by the implementers and promote quality assurance.
Work with partners and the communications team to identify and document project best practices and success stories.
Contribute to the planning and implementation of baseline surveys and additional evaluation studies, actively engage in operations research, and participate in data analysis tasks aimed at generating evidence to enhance project management.
Collaborate with Planned Parenthood Global staff in writing abstracts and articles for publication and presentations at conferences.
Assist in organizing and facilitating quarterly and annual project review meetings.
Complete special projects as assigned and required.
Knowledge, Skills and Abilities (KSAs):
Bachelor’s degree in public health, sociology, statistics, international development, or a related field plus experience in sexual and reproductive health and rights (SRHR) program monitoring, evaluation, and research.
Over five years’ experience in project planning, implementation, monitoring, evaluation, and research, and working with programs to identify and address training and technical assistance needs, preferably with a reproductive health and rights focus.
Specialized data management training and experience is necessary. Strong communication skills are preferred.
Experience with DHIS2 software and systems built with the same is highly desirable.
Ability to work independently and as a member of a team.
Ability to synthesize information and generate persuasive and clear verbal and written communications.
Excellent time management skills and the ability to multitask and meet deadlines with a keen attention to detail.
Self-directed and able to anticipate, prioritize, and manage tasks.
Excellent written and oral English communication skills.
Must demonstrate good interpersonal and negotiation skills.
Analytical problem solving using systematic approaches to analyze and propose solutions is part of everyday activities and cultural sensitivity is imperative.
Preference will be given to candidates with NGO experience and experience working in multi-sector programs.
