Procurement Officer Operations Support and Logistics (OSL) Officer Supply Unit Lead

PURPOSE OF THE POSITION
The purpose of the position is to support the effective delivery and implementation of strategic and effective procurement services that reflect best practices in international public procurement and compliance with WHO procurement policy, regulations, and procedures. The position provides specialized knowledge, guidance, and support to WHO technical Departments for the planning and implementation of compliant procurement of a range of services in WHO AFRO.
Description Of Duties
Under the direct supervision of the Team Leader, Procurement Cooperation, the incumbent:

Provides guidance to internal clients on procurement procedural matters and on developing adequate Terms of Reference and Requests for Proposal.
Provides ongoing guidance to Technical Units to ensure compliance with procurement policies and processes, advising on the tender processes, contractual and financial tools, contractual matters, contracts management and administration related to the procurement of services.
Conducts High Value Requests for Proposals on the eTendering system in close collaboration with HQ Requesting Units: reviewing tendering documents, conducting the formal screening of proposals, ensuring proper communication with bidders, organizing presentations, and Bid openings.
Carefully tracks progress and follows up with the Requesting Units on the processing of their tenders.
When required participates as an evaluation panel member for Requests for Proposals, including (but not limited to) the financial evaluation of high value Requests for Proposal.
Contributes to the delivery of procurement training for WHO Headquarters staff of all levels.
Contributes to the development and dissemination of communication tools to enhance knowledge of procurement principles and policies in HQ.
Publishes tender documents on the United Nations Global Marketplace (UNGM) after having checked their quality.
Participates with or in place of the supervisor in meeting with suppliers or technical units.
Liaises with Technical units and assists in facilitating the interface between technical units and Supply (including its processing Team).
Actively contributes to the development of new tools or operating procedures.
Performs other related duties as assigned.

Required Qualifications

Education

Essential:

First university degree in public procurement, business administration, or other field closely related to the position from an accredited/recognized institution.

Desirable

Certified training in procurement (CIPS or equivalent).

Essential
Experience

A minimum of five years’ experience in the area of procurement, preferably in the field of Services procurement.
Experience working at the international level.
Sound knowledge of best practices of procurement.

Desirable

Experience using Oracle Enterprise Resource Planning or similar packages.
Experience in delivering trainings.

Skills

Strong skills and knowledge in the area of international supply and procurement.
Excellent knowledge of best practices of services procurement.
Strong interpersonal skills to work with people across the organization, ability to instill confidence, negotiate, and implement change.
Demonstrated ability to act independently and exercise sound judgment.
Ability to work closely with international officials at all levels.
Excellent English writing and editing skills.

Desirable

Demonstrated knowledge of UN procurement principles and practices.
Proven skills in project planning.
