Purpose
The purpose of the Country Logistics officer is to ensure timely and quality logistics services and procurement processes in the country.
Strategic responsibilities
Coordinate procurement processes in Somalia in accordance with Norwegian Red Cross standard procurement practices.
Logistics management, herein relevant fleet and warehouses, to enable the efficient functioning of Norwegian Red Cross offices and operations.
Operational Responsibilities
Maintains an updated supplier database and ensures purchased goods meet international standards and local market conditions.
Liaise with suppliers and service providers to ensure timely and effective delivery of goods and services to Norwegian Red Cross supported activities.
Prepares request for payments ensuring the full supporting documents are in place and ensures that payment requests are signed in accordance with Norwegian Red Cross accountability matrix.
Quality assures all procurement processes done through by the HNS working with Norwegian Red Cross working advance.
Coordinates country-specific procurement plans and ensures timely delivery as per operational needs and donor requirements.
Coordinates capacity building for Norwegian Red Cross and HNS staff on procurement processes.
Facilitates implementation of procurement policies and procedures, to ensure the procurement guidelines and policies are fully understood, communicated, and locally applied.
Provides consultation to Country Manager to ensure support for operational procurements.
Support the improvement of procurement systems to enhance efficiency, compliance, and processes.
Monitors and assesses risks associated with logistics components of Norwegian Red Cross supported programs.
Manages all fleet activities, including maintenance, and ensure compliance with driving rules and regulations.
Oversees Norwegian Red Cross prepositioned goods and provides warehouse training as needed for country office staff and national society partners.
Supports Norwegian Red Cross supported emergency response missions.
Represents Norwegian Red Cross in logistics meetings and related matters
Other duties as assigned.
Collaboration
Collaborate with CO and RO staff as relevant.
Engage with the FGU to ensure consistent accountability towards Norwegian Red Cross rules and regulations, and delivery according to deadlines.
Mission specific responsibilities
Contribute to CO grant review meetings with procurement updates and overview
Support the Somali Red Crescent Society procurement and logistics team with processes and policies as needed
Support the CO in finding solutions to procurement issues
Coordinate and collaborate with IFRC, ICRC and PNSs procurement teams when needed.
Qualifications.
University Degree in Logistics Management, Business Administration, or equivalent professional experience in logistics management.
Skills and knowledge
Proven track record of logistics operation management.
Experience in medical or water and sanitation logistics for international humanitarian operations is an asset.
Demonstrated problem-solving skills in overcoming legal or operational obstacles.
Ability to establish priorities, manage work plans, and present concise logistics operations reports, and other supporting documentation.
Proficiency in English and at least one regional language.
Fluency in relevant IT tools, including Microsoft Office
