Job Description
Duties and responsibilities will entail:
Providing legal advice to operational and functional areas of the Authority to avoid vulnerability to liabilities under the Law.
Preparing and reviewing legal briefs for the initiation of legal action.
Drafting for enactment of proposed legislation and promulgation of regulations by the Authority.
Initiating review of Aviation legal instruments and Aviation policy documents on behalf of the Authority.
Preparing and filing pleadings for and on behalf of the Authority.
Prosecuting for and representing the Authority in law courts, tribunals and quasi judicial tribunals.
Rendering professional legal advice to the Authority on the ratification and domestication of international conventions related to Aviation matters.
Reviewing Drafting contracts, MOUs, bilateral agreements, legal instruments and policy documents on behalf of the Authority.
Assisting in the preparation of the Legal department’s budgets and expenditures. Undertaking legal research and preparing opinions on matters affecting the Authority.
Undertaking legal research and preparing opinions on matters affecting the Authority.
Ensuring proper maintenance and management of legal records.
Articulating key legal and regulatory issues of the Authority in international, regional and national fora.
Identifying legal and compliance risks arising from the operations of the Authority.
Managing the risk exposure of the Authority by ensuring compliance.
Reviewing and interpreting ICAO directives and Annexes and advising the relevant departments.
Liaising with external lawyers on all cases filed for and against the Authority to ensure expeditious resolution.
Advising on alternative dispute resolution measures.
Representing the Authority in defense or prosecution in litigation matters
Person Specifications
For appointment to this grade, an officer must have at least:
A minimum of ten (10) years’ work experience as a legal officer in a Law firm or related field, three (3) of which must be in a supervisory role.
Bachelor of Laws degree from a recognized Institution.
Master’s degree in any of the following disciplines; International Aviation Law, Public International Law, Environment Law, Employment/Labour Law, or equivalent qualification from a recognized institution;
Post graduate Diploma in Law from the Kenya School of Law.
Admitted as an advocate of the High Court Kenya.
Hold a valid practicing certificate.
Member of the Law Society of Kenya in good standing.
Certificate in Management Course lasting not less than four (4) weeks from a recognized institution.
Shown merit and ability as reflected in work performance and results.
Proficiency in computer applications; and
Fulfilled the provisions of Chapter Six (6) of the Constitution
