Monitoring Evaluation Research & Learning(MERL) Coordinator

The successful candidate will coordinate all monitoring, evaluation and learning activities for the Police Abuse Power (PAP) Program. The position will ensure that the MERL Strategy for the program is implemented in accordance with the IJM MERL protocols and as per the program MERL plan. This position is based in Nairobi and reports directly to the Senior Manager, MERL.

Responsibilities

Implementation of program MERL plan in an efficient, ethical and timely manner.
Generation of quality and timely data and use of data for program learning and other strategic program decision making.
Effective coordination and capacity strengthening of the key program partners on related M&E interventions.
Coordinate adoption and utilization of JDS for reporting and program documentation.
Support the continuous knowledge generation on PAP and use of data driven evidence for improvement of the IJM PAP strategy.
Coordinate on program level data analysis, progress reviews and action planning to improve project adaptations and strategic decision making.
Support in design/redesign of new or existing Program(s) including development of MERL plan and associated components (Theory Of Change (TOC), Monitoring Framework Matrix (MFM), Program Indicator Tracking Table (PITT) etc).
Coordinate indicator identification, lead in routine data collection and analysis and updating of the MFM and PITT.
Support program data audits and general data quality assurance interventions.
Contribute to design of Program Evaluation designs/concept notes/protocols/TOR/SOW
Support the Inter Agency collaborations on data sharing and learning.
Any other duty as may be assigned.

Travel Requirements

This position requires travel within Nairobi and its environs during working hours and less frequent travel to other parts of Kenya in support of program initiatives.

Required Skills and Experience

Bachelor’s degree in Monitoring and Evaluation, Project Management, Statistics, Economics, Development Studies or any other related Social Sciences.
Extensive experience and expertise in program design, with a strong understanding of monitoring, evaluation and research methods.
At least 5 years of specialist or medium level support development programs in Africa preferably on advocacy, accountability, justice and governance programs.
Membership of a professional society on M&E or Project Management would be an added advantage.

Highly proficient in Microsoft Office programs, data analysis and data management software’s (ODK, ONA, tableau, SPSS, etc.)
Proficient writing & presentation skills
Ability to use tools for monitoring and evaluation and data analysis

Strong collaboration and interpersonal skills
