Overall, we are seeking to recruit on an interim basis an experienced, self-driven, result oriented and committed monitoring, evaluation and learning professional to fill the available vacancy of ME&L Officer.
Principle duties and responsibilities
The Interim ME&L Officer will be responsible for ensuring quality implementation of the ICSIAPL project’s ME&L framework, development of data collection tools, data management and analysis, learning questions and documentation of success stories.
Additionally, the ME&L officer will be responsible for:
Data management
Keep oversight of the LogAlto and IATI M&E data management, ensuring the following happens
Overall responsible for data quality management
Liaise with the technical staff at counties, KALRO and SNV to develop appropriate data collection, measurable results and tracking of indicators.
Conduct data verification and validation exercises
Conduct annual survey 2023 to collect impact level data and analyse appropriate result
Continuously collect and profile data related to beneficiary profiles
Conduct routine physical monitoring visits to assess the quality of activity implementation, milestones and indicator results reported.
Support the SMEs, cooperatives and ranches with monitoring, evaluation and learning processes
Contribute to the overall project learning agenda through collection of evidence and knowledge products
Organise the knowledge agenda, and coordinate with the different parties involved.
Work with communications officer in the production of knowledge materials
Facilitate periodic project reviews and learning forums and ensure proper documentations of findings and learnings.
Reporting
Take a lead in developing workplans, data aggregation and reporting as required by the donor.
Take lead in analysis and interpreting data to inform project implementation.
The ME&L Officer will liaise on a regular basis with project management and partners on project progress, approach, and processes.
S/he will participate in project management team meetings, staff meetings and other relevant project activities and events.
Qualifications
A bachelor’s or master’s degree in a relevant field such as international development, economics, statistics, social sciences, public administration, or a related field.
At least 5 years relevant work experience in monitoring and evaluation, project management, or a related field.
Strong analytical skills to interpret data and provide insights into program performance.
Ability to conduct research and gather information to assess program effectiveness.
Proficiency in data management and analysis using tools such as Microsoft Excel, statistical software, and database management systems.
Knowledge of different monitoring and evaluation methods, tools, and frameworks.
Strong written and verbal communication skills to effectively convey findings and recommendations to various stakeholders.
Familiarity with project management principles and the ability to work within project timelines.
Ability to work collaboratively with diverse teams and stakeholders.
Flexibility and adaptability to work in dynamic environments and adjust to changing priorities.
Knowledge of specific technical areas in agriculture may be beneficial.
Familiarity with M&E tools and software commonly used in the field.
Relevant certifications in monitoring and evaluation required.
