Monitoring, Evaluation and Learning (MEL) Officer – Keny Youth Project Officer – Homabay

Practical Action has an exciting opportunity for a Monitoring, Evaluation and Learning (MEL) Officer in our Kenya office.
Working under the supervision of the Monitoring and Evaluation Manager, the MEL Officer will lead in the development of high-quality MEL processes, tools and systems to collect, store and analyze monitoring data, integrate mobile technologies/ICT4D into data collection plans, ensure industry data quality standards are followed, provide and/or develop training or capacity building solutions appropriate for field staff and provide organizational-level monitoring system support.
The MEL Officer main accountability is to lead on all the MEL aspects of the projects including developing the project M&E system, data collection, management and reporting, generate and disseminate learning from the project, data analysis and utilization – use the data to inform project implementation, donor reporting and the project contribution to the overall programs change ambition. This also includes overall data quality assurance for the projects.
The job holder will ensure that systems are in place so that data is readily available to be used as a foundation for programmatic adjustments and evidence-based decision making, set up system to ensure that beneficiaries and other stakeholders have opportunity to give to and receive feedback from the project, and support documentation of project learning in line with the project learning agenda.
We are looking for someone with a Bachelor’s degree in agriculture, demographics, international development, information systems management or related field. At least five years of experience working in the field of monitoring and evaluation in an international NGO and proven success in designing, implementing, and operating M&E systems from project initiation to close out is required. Training in monitoring and evaluation and applicable knowledge working with statistical data analysis software such as SPSS is mandatory.
