Overview of the Position:
SNV in Kenya is seeking a professional with qualifications and experience in planning, monitoring, evaluation and leaning for an upcoming clean energy programme. The Monitoring, Evaluation and Learning (MEL) Advisor will be responsible for the design, coordination and implementation of the monitoring and evaluation, research, and learning activities for the project. S/he will work closely with the project advisors to ensure inclusion of monitoring, evaluation and learning in all the project activities. The position also requires close communication and coordination with all the staff involved in the project implementation
Key Responsibilities:
Main tasks and responsibilities include:
Leading the design and implementation of the project Monitoring, Evaluation and Learning.
Planning and ensuring monitoring and evaluation methodology and data collection systems are appropriate and practical.
Overseeing the project MEL system, including overseeing baseline, midline and end-line data collection, analysis, reporting, and dissemination of lessons learned to key stakeholders
Undertaking and supervising regular data collection through the project team and implementing partners and ensure quality of the data by random verifications and validations
Recording, managing and preserving monitoring and evaluation data in a safe and accessible way
Analysing and discussing findings based on regular monitoring data
Leading the production of documentations, reviews and sharing of key results and learning along the intervention and programme cycles;
Facilitating periodic programme reviews and learning forums, ensure proper documentations of findings and learning;
Ensuring that Monitoring and Evaluation provide ongoing evidence and inputs for improving the programme interventions;
Contributing significantly to report writing, knowledge brief development, case studies leaning reports, programme reporting for donor and other stakeholders etc.
Ensuring synthesis, analysis and documentation on innovations, learnings and sharing of project insights and results
Qualifications
First level university degree in statistics, demographics, public policy, international development, economics, or related field. Advanced degree in M&E, statistics or economics preferred.
Experience in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans.
Knowledge of the major evaluation methodologies (e.g. qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies.
Experience in planning and managing surveysm developing and refining data collection tools, data quality assessments and oversight.
Experience in managing and providing training to partners and target beneficiaries
Should have strong experience using of statistical tools, analytical, and report writing skills and knowledge extracting skills
Experience with clean energy projects in the region is desirable
