Monitoring, Evaluation Accountability, and Learning (MEAL) Consultant for Project Outcome Harvesting

The objective of this consultancy:
The objective of this consultancy is to conduct an outcome-harvesting activity for the WE-Care project to:

Identify and document the outcomes achieved by the project, both positive or negative, intended or unintended, and the verifiable connection between the project and the outcomes.
Analyze the outcomes to understand the factors that contributed to their achievement and identify lessons learned
To outline the specific contribution the project made to this change
Provide recommendations for improving the project’s impact and sustainability

Scope of Work:
The consultant will be responsible for the following:

Reviewing project documents and conducting key informant interviews, focus group discussions and document reviews to analyze and identify the outcomes achieved by the project.
Designing and conducting data collection tools, such as questionnaires and interview guides, to collect data on the outcomes
Analyzing the data collected using appropriate methods
Preparing a report that documents the outcomes achieved by the project, including both intended and unintended outcomes, as well as factors that contributed to their achievement and lessons learned
Providing recommendations for improving the project’s impact and sustainability
Develop evaluation knowledge products, in soft copy, to be shared with external and internal stakeholders.

Core deliverables and timeframe:
The consultancy is expected to start on 1st March 2023 and to be completed within 15 days from the start date. The consultant will produce the following:

Proposed budget, methodology and work plan.
Draft Report before feedback.
A final and comprehensive evaluation report after validation
Evaluation knowledge products i.e. A PowerPoint presentation and a blog summarizing finding.

Profile of Consultant:
The consultant will have the following qualifications:

Advanced degree in a relevant field such as international development, public health, or statistics        
Experience in conducting evidence-based research or similar evaluations.
Knowledge of unpaid care work and gender programming
Strong analytical skills and experience with qualitative and quantitative data collection and analysis and relevant software such as SPSS or STATA
Excellent writing and communication skills in English
