Monitoring, Evaluation, Accountability and Learning Coordinator

The Role:

Oxfam’s Global Humanitarian Team is looking for a MEAL Coordinator to coordinate, lead on, and oversee the planning, designing and implementing of a robust MEAL system for the HST-LHL program, including conducting project monitoring and evaluation activities, and coordinating with and providing support to various project stakeholders towards successful program implementation in support of the Senior Program Manager (SPM). She/he/they will be responsible for the further development and management of the MEAL framework, encompassing all program components, to enhance program quality and to demonstrate and enhance the impact of the program interventions. The role supports the HST-LHL Program’s and partners’ impact locally, regionally and globally through supporting evidence-based influencing of policies and strategies concerning humanitarian system change and aid reform, particularly in relation to the following program outcome areas:
 a more equitable humanitarian system
 a more risk-informed humanitarian system
 a better funded humanitarian system.

An ideal candidate for the role will also be / have:

Significant relevant working experience in several complex humanitarian environments in a global network or humanitarian/development organization. 
Experience leading on MEAL coordination and support in multi-country and multi-stakeholder programs/projects of a similar budget size in the humanitarian sector in design, coordination, support.
Proven experience in diverse methods, such as mixed method approaches, outcome monitoring, most significant change, storytelling, and other qualitative approaches in addition to quantitative MEAL approaches.
Excellent analytical skills and demonstrable ability to think strategically, innovatively and practically.
Demonstrated technical knowledge, skills and experience with monitoring, outcome/impact evaluations and learning, and particularly with methodologies appropriate for the MEAL of humanitarian action and system change.
Strong experience and good understanding of mentoring, facilitating knowledge management and learning in complex change programs, including experience in designing and delivering trainings.
Ability to work in a project-oriented manner in a changing organization, taking all the interests of the involved stakeholders seriously and remaining strongly focused on the end results.
Ability to work independently, pro-active and a problem-solver; result-driven, with strong organizational skills and a structured approach.
Writing and presentation skills for periodic reporting on process, outcome, output and deliverables.
Strong skills in co-operation, negotiation, and motivation of team members and colleagues.
Ability to work directly and over distance with colleagues / partners.
Excellent command of written and spoken English.
Willingness and ability to travel to the program countries and other locations relevant to achieve the program objectives.
