Monitoring and Evaluation Project Officer

The Monitoring and Evaluation Project Officer reports hierachially to the Program Manager and technically to the Monitoring and Evaluation Manager . The position will be based in West Pokot- Kenya.
The Monitoring and Evaluation Project Officer core responsibilities will be;
1. Intervene on the Health and Nutrition sector: evolving from direct service provision to strengthening the health system- focusing on ‘strengthening’ the system more than ‘supporting’ the system
Action Against Hunger health and nutrition program has considerably evolved from direct service provision, to scaling up the relationship and partnership with the Ministry of Health (MoH) by recognizing them as the primary health and nutrition service providers and working at building their technical capacity to reach a higher level in the quality of services provided. Strengthening the health system will not happen by indiscriminately working on the six (6) HSS pillar alone but through a critical and holistic review of the health system processes. This critical and holistic diagnostic approach requires having developed a trustful relationship to be able to work together with the health departments, at national, County and sub-county levels
2. Bringing the Community Health Strategy (CHS) onboard
Within the Health Systems Strengthening approach, Action Against Hunger will focus on community health strategy (CHS) as CHS has the potential to have a huge impact on addressing under-nutrition and is, unfortunately, under-utilized. Through this system, Action Against Hunger will work with the MoH to create demand and accountability for services offered. This will be achieved through

Applying Social Behavioral Change Communication(SBCC) approach at community level
Strengthen referral and counter referral system

3. Scaling up community/citizen engagement
If the system on which Action Against Hunger is supporting is not properly connected to people and there is inadequate engagement with people themselves then results will not be achieved. Deciders are still making crucial decisions on behalf of their citizen and on what they think should be the strategies and the priorities. The most vulnerable groups lack strong voice to advocate for their priorities thus the requirement for an engagement platform.
4. Sustainability of WASH services to strengthen nutrition sensitive programming
Nutrition sensitive programming remains key to achieving better nutrition impact and reaching targets. WASH is a vital element but the main problem in Kenya is about sustainable access to safe water and sanitation services to withstand the recurrent shocks in ASAL regions. Findings clearly demonstrate critical role of WASH in good nutrition require long-term sustainable solutions for the vulnerable communities embedded in the existing systems and communities
5. Partnerships
The position holder will aim to work closely with the Ministry of Health both at National and County levels to support surveillance, data management and utilization at National and County level related to improving project delivery
Roles and Responsibilities
1. Survey and surveillance Activities

Implementation of the integrated nutritional surveys and other survey activities in collaboration of the local authorities and relevant government ministries ensuring adherence to Government of Kenya procedures / protocols / guidelines designed methodology, reporting process, etc.
Support in Strengthening the capacity of staff, Ministry of Health, and other partners in surveys methodologies, processes to include sampling, data collection, analysis and report writing skills
Design of the program of activities / activity plans for the survey in collaboration with the logistics department and the County and National Partners, presentation of survey methodologies and results for approval by relevant bodies

2. Project Monitoring

Develop and strengthen monitoring and evaluation procedures for all project activities and progress towards achieving the project output;
Recommend further improvement of the logical frame work; to include: monitoring and impact indicator for the project success, Monitor and evaluate overall progress on achievement of results;
Provide feedback to the Project Manager on project strategies and activities to include suggesting strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks;
Assist the project manager in collating reports: monthly, quarterly, half-yearly and annual progress on all project activities /Project Manager;
Conduct capacity assessments on existing monitoring and evaluation system Develop indicators and a monitoring strategy for the project;
with support of project manager and other project staff, support the develop M&E system for the Project and Prepare and maintain data bases

3. Finance, budget and grant monitoring

Support prepare cash forecast based on the work plan of the project
Ensure the expenditure is as stipulated in the budget lines and strict adherence to the budget limits
Propose anticipated budget realignment in line with field realities
Support the project manager to prepare a monthly report of estimated expenditure (including actual and commitments) based with narrative summaries.
Review budget expenditure in consultation with the project manager, HoR and Finance Coordinator and address any concerns, updates or changes

4. External representation

Representing Action Against Hunger in various external meetings on information management, monitoring , and evaluation

QUALIFICATIONS

Bachelor’s degree in a relevant field such as Monitoring and Evaluation, Statistics, Epidemiology, Public Health, International Development, Economics, or another field of social sciences Min. Bachelor’s degree in procurement / Supply chain / Logistics from recognized reputable University

SKILLS & EXPERIENCE

Demonstrated experience in developing project monitoring and evaluation systems
Excellent interpersonal and communication skills
Demonstrated kills in data collection, data analysis, documentation, data interpretation, and reporting
Experience developing and deploying feedback mechanism for multi-sector program working through county and national systems
Experience in SMART surveys, including collection and management of anthropometric and mortality data
Proven skills in statistical analysis using Excel and EpiInfo / ENA, as well as at least one other software platform such as SPSS, STATA, or PSPP,
Ability to represent organization in national technical Forums
Extensive knowledge in computer applications such as Excel, Word, Access and PowerPoint
Experience in GIS and with a mapping software such as QGIS or Google Earth will be an added advantage
Team player
Ability to review technical reports, including internal and external sector documents
Experience in integrated programming will be an added advantage.
