Monitoring and Evaluation Assistant

Position Summary
KANCO is seeking to recruit an Assistant Monitoring and Evaluation Officer in Kakamega County. The Assistant M and E Officer will support the M& E in the day-to-day implementation of the USAID Nuru ya Mtoto Key Populations Project activities towards realizing deliverables geared to ensure program quality, documentation and reporting.
The Assistant Monitoring and Evaluation (M&E) Officer will be responsible for   an effective roll-out of M&E collection, technical support, assist in the development and implementation of appropriate data collection and analysis instruments as needed of the Project. He/she will assist maintaining electronic and/or paper-based MIS systems for tracking and reporting all quantitative data and information. He/she will also provide technical assistance to the implementing agencies, particularly in relation to monitoring, reporting and governance issues.
Duties and Responsibility

Contribute to an effective roll-out of M&E collection and reporting systems to all staff and partners through training, site visits, manuals, and other technical support as needed.
Assist in reviewing of ongoing project reports.
Assist in the development and implementation of appropriate data collection and analysis instruments, methodologies (e.g. survey questionnaires, focus group discussions, key-informant interviews) and data/information dissemination/utilization plans
Assist maintaining electronic and/or paper-based MIS systems for tracking and reporting all quantitative data and information.
Analyze data and produce reports, factsheets with useful statistical analysis and presentation (charts, tables, histograms, box plots) as necessary in a timely manner.
Assist measuring and reporting on qualitative and quantitative input, process, output, outcome, impact, objective, and goal-level performance indicators for all projects.
Contribute to organizing and facilitating learning events in order to capture best practices and lessons learnt when a project closes or as required.
Assist in the management of the file registry to ensure proper filing and retrieval
Assist in outreaches planning from gap analysis
Assist documentation and sharing the lessons learnt and best practices on time and ensure that the knowledge gained contributes to the improvement of projects and influence the strategic development of future projects and activities.
Assist to develop the project Monitoring and Evaluation framework, project performance monitoring plan and relevant data collection systems.
Assist in Database Management – ensure data tools development, collection, proper entry, analysis and report on a weekly, monthly, quarterly and annual basis
Assist in the review of the project Work plan and log frame matrix, particularly in the areas of performance indicators and their timeframes
Review the quality of existing data in the project areas, the methods of collecting it, and the degree to which it will provide good baseline statistics for impact evaluation.
Develop baseline data for each project component and for all project indicators.
With collaborating partners, review their existing approaches and management information systems and agree on any required changes, support and resources.
Organize and undertake training with collaborating partners on M&E as required.
Support project progress reporting, project mid-term review and final evaluation.
Assist to produce reports on M&E findings and prepare presentations based on M&E data as required.
Provide the M& E Officer with management information she/he may require.
Understanding of KHIS, Pivots and tracking KeyPOP reports in the system
Assist in Implementation of KeyPOP module in Kenya EMR.
Perform any other related activities as assigned by immediate supervisor.

Level of education

Diploma in Statistics, Social Science international development, economics, or related field or other related discipline from a recognized Institution. A degree is an added advantage.
Certificate in M&E, statistics or economics preferred
Excellent computer skills
