The M&E Assistant will be responsible for generation of accurate, quality data and effective documentation of USAID/Kenya and East Africa Afya Jijini Program (HIV/AIDS, Maternal Neonatal & Child Health (MNCH), Family Planning (FP), WASH and Nutrition from assigned health facilities for purposes of reporting and use for decision making by program teams.
Key Responsibilities
Program Coordination and Management
Participate in relevant Sub County and Facility based meetings (WITS, QITS, Data reviews, etc.)
Prepare and make presentations where data issues are to be discussed
Prepare and share individual weekly schedule for planned activities and site visits with the cluster Program Monitoring and Evaluation Officer
Data Management
Conduct data verification and validation in all Afya Jijini program areas
Ensure availability of MOH data collection and reporting tools and monitor stock outs
Prepare and maintain updated facility level talking walls
Take lead in data reconstruction and entry processes in supported facilities
Make data readily available and accessible for data driven decision making processes at facility level
Capacity Strengthening
Provide regular CMEs, OJT and mentorship sessions for facility based staff and other special program clinics staff on data reporting guidelines, tools and systems including use of Electronic Medical Records (EMR)
Monitoring, Reporting and Documentation
Collect, combine and submit timely monthly reports as per the reporting schedules
Conduct monthly RDQA in all high volume facility using a standard tool and share findings with facility in-charge and all relevant project staff.
Process and summarize the data into meaningful ad-hoc, weekly, monthly and annual reports at facility – (all program areas including MPDSR)
Submit weekly report to UHAI Monitoring and Evaluation officer on activities conducted
Support timely data entry and reporting through DHIS2 (for specific facilities with access), JPHES, DATIM and other project level databases.
Filing System
Responsible for File, store and retrieve health records for patient’s management
Coordinate booking of appointments for patients to specialist clinics.
Electronic Medical Records (EMR)
Support EMR implementation and use
Conduct regular onsite and offsite EMR data backup
Key Technical Skills and Knowledge
Possess a minimum of Diploma in Health Records and Information from a recognized college. A Bachelor’s degree in Health Records and information will be a plus.
At least one year of progressive work experience in M&E/Data management for health projects within Kenya.
Experience with health records tools, such as service registers, EMRs, data quality assessment, data reconstruction strategies across technical areas (HIV, MNCH, FP/RH, etc.) at the health facility level
Knowledge and experience on PEPFAR reporting tools
Skills in conducting Random data quality audits
Knowledge of different data collection approaches for facility- and community-based health project work.
