Job Description
The purpose of the role is to deliver business efficiency and intelligence through data collected from new and existing software applications. With a focus on ensuring data is accurate, timely and dependable, and data collection and manipulation techniques and processes, match the global organization standards, ensuring the correct business processes are followed, and applied on all software applications as a minimum. The role will be responsible to ensure end users are trained on data collection and manipulation, in turn increasing efficiency of users and maximizing on the business potential, where informed decisions are made through excellent data analytics and reporting.
The information systems currently used at different levels at MSK, and which this role is primarily responsible for are: CLIC, ORION and EHR. The job holder reports to the Deputy Director Research Monitoring and Evaluation.
Key Responsibility
1: Ensure MIS meets the organisation’s needs,
Including assessing and developing new business practices,
Configuring the MIS in consultation with key stakeholders,
Developing a data dictionary.
Key Responsibility 2: Manage the roll-out of the MIS to frontline staff,
Developing detailed roll-out plans, and
Managing the implementation of new processes and software
Key Responsibility 3: Manage the flow of MIS data throughout the country programme,
Maintaining infrastructure (internet, data warehouse etc),
Closely monitoring submissions by all teams,
Ensuring that data is submitted to the global level within deadlines
Key Responsibility 4: Take final responsibility for data quality in the MIS,
Developing systems to monitor data quality, routinely analysing it, and addressing issues that arise
Key Responsibility 5: Ensure all appropriate staff are properly trained
on the use of the system, including training end users on reports, dashboards and insights garnered from the data and where necessary develop manuals/training materials
Key Responsibility 6: Build MIS analysis and reporting capacity,
Developing new MIS reports
Undertaking detailed analyses of MIS data
Training key users on how to do analysis and reporting themselves
Key Responsibility 7: Take final responsibility for the confidentiality and security of all MIS data
Information governance training
Developing rigorous back-up processes.
Key Responsibility 8: Foster a culture of evidence-based decision-making
Throughout the country programme, by developing reports and tools that support frontline staff in their day-to-day decisions, and by working with senior managers to integrate MIS data into management processes
Prepare MIS reports on an annual basis or as relevant including case studies as appropriate
Work with the Head of IT and the key stakeholders to deliver projects to introduce approved applications into the business. This should include a project to manage the process of identifying the gaps, and solutions that integrate into the global MSI
Support implementation and use of various MIS in the organization such as GIS
Knowledge, Skills and Experience
Qualifications:
Degree in MIS, M&E, statistics, demography, IT or any other numerate discipline.
Minimum 3 years’ experience in setting up and managing complex data collection systems
Experience in undertaking complex analysis using Excel, Crystal, SPSS or similar.
Experience in using databases to manage, query and/or extract data
Experience in producing clear and simple reports, including charts & graphs, for end-users
Experience in change management and project management.
Experience in presenting to and persuading diverse audiences, and in delivering training to users
Skills:
Excellent communicator in both English and [national language], with strong persuasion and negotiation skills, and able to explain complex MIS concepts to non-experts
Highly numerate, with strong conceptual and analytical skills
Strong skills in managing and analysing data with Excel and/or databases (eg Access) Detailed understanding of M&E theory and practice
GIS experience highly desirable.
