Market Dynamics Officer Monitoring and Evaluation Officer, MD County Liaison/Partnership Officer

Responsibilities:

Provide overall leadership to the project team, technical and operational aspects of the project, including planning and implementation of the project.
Manage effective and efficient use of project resources to achieve the desired results of the project, monitoring the workplans and budgets/finances in accordance with USAID policies and procedures.
Serve as the liaison with the Government of Uganda, the USAID Mission, US Government representatives, partners, civil society organizations, and other donor and development agencies.
Provides strategic visioning to guide the development of technical and programmatic activities and project work planning.
Lead development of work plans, budgets, and reports in a timely fashion for submission to USAID.
Ensure timely and accurate financial and programmatic reporting to USAID and PATH HQ as required, aligned with project objectives and in compliance with relevant SOPs and policies.
Plan, direct, and coordinate activities to ensure that goals and objectives are accomplished within prescribed time frame and funding parameters.
Provide guidance and coaching to managers and staff to achieve project goals and develop national leadership capacity.
Establish and maintain relationships with internal and external stakeholders, including relevant Government of Uganda counterpart, public, private, and implementing partner organizations, on project matters.
Responsible for induction of project staff, ensuring their familiarity with mandate values, quality standards, policies and program objectives and their individual responsibilities in upholding these standards and policies.
Manage consortium of partners to ensure seamless internal coordination, collaboration, and knowledge sharing
Ensure the development and delivery of high-quality technical assistance and products to USAID and other external stakeholders.

Required Skills

Strong understanding of multilateral health agencies (e.g., WHO, Global Fund) and country-level systems for managing health product supply (e.g., budgeting, procurement, supply and distribution).
Solid technical knowledge of market analytics including the ability to build and implement research studies and/or quantitative models, experience in product development and introduction, and a background developing recommendations from complex and ambiguous data.
Demonstrated ability to develop and maintain close and effective relationships with partnering organizations at local, national, and international levels.
Demonstrated experience in project planning/management and balancing multiple projects and priorities.
Proven effectiveness working in a team-based environment, but capable of also working independently.
Excellent verbal and written communication skills.
Demonstrated ability to multi-task and thrive in fast-paced, high-pressure situations.
Ability and willingness to travel internationally up to approximately 20% of the time (pending COVID-19 precautions).

Required Experience

Master’s Degree in Public Policy, Economics, Public Health, Biomedical Engineering, or equivalent advanced degree plus a minimum of five years in market analysis, healthcare management consulting or other relevant private and public sector experience.
Demonstrated experience leading and managing project teams.
Experience working with public and/or private-sector health systems as an implementer, researcher, policy professional or commercially, especially in emerging market settings.
Experience with medical devices, and/or diagnostics, especially in emerging markets a plus.
