Overview:
IBTCI is seeking a Management Consultant who will support implementation of the Somalia Program Support Services (SPSS) platform, based in Nairobi. The Management Consultant will provide support to the program leadership for coordination of activities, arrange periodic meetings, and assist in the process of assembling the final deliverables to USAID/Somalia for various M&E tasks. S/he will lead the preparation and presentation of the key evaluation findings and recommendations to the USAID / Somalia team and other major partners. This position is based in Kenya with travel to Somalia. This is a short-term consultancy position, lasting from around October 1 to December 1.
Using your experience and subject matter skills, perform managerial and operational tasks on specific task orders and/or contracts. Tasks could include, but not be limited to:
Scope of Work:
Lead operational assistance related to monitoring and evaluation systems, performance management, theories of change and M&E Plans;
Support the development of M&E Plans for IPs through on-going and hands-on assistance to IP M&E and management teams, in close coordination with the donor. This support will be in program areas such as democracy and governance, stabilization, agriculture and economic growth, education/human capacity development/youth;
Provide oversight of all verification activities in the field, conducted through Somali Third Party Monitoring agents, to ensure their timely and professional deployment of verifications, as well as the analysis of findings;
Support the technical development of a web-enabled clearinghouse for donor data collection, integration and reporting activities;
Supervise and provide operational and logistic support to program evaluations and assessment throughout the life of the program;
Provide human resources and financial oversight;
Serve in the above consultant capacity to support the IBTCI technical practice of Crisis, Conflict & Governance;
Other duties as assigned;
This position does not authorize/require the consultant to directly communicate with IBTCI clients; and
This position does not authorize/require the consultant to have decision-making authority on final work product.
Preferred Knowledge, Skills and Abilities:
Extensive experience in conducting quantitative and qualitative evaluations;
Familiar with USAID evaluation regulations and systems; and
Experience in international donor development program management and overseeing multiple program areas simultaneously is preferred.
Minimum Requirements:
At least 10 years of international experience in managing offices;
Relevant experience in fragile countries, Somalia or Eastern Africa.
Excellent communication, team management, and leadership skills.
Willingness and ability to travel to various project sites in Somalia as needed.
Excellent oral and written skills in English.
Education: Postgraduate degree in an appropriate field, with an area of expertise in evaluation, agriculture extension, agricultural value chains, nutrition and agricultural economics, or other related field.
Supervisory Responsibility: This position will include supervisory responsibilities.
Travel: Travel is required.
