Job Purpose
To review policy and legislative proposals and prepare advisories to the Council of Governors.
Reporting to the Director, Legal Services, the Legal Officer will perform the following
Duties and responsibilities:
Support the development of memoranda and reviews on Bills and Policies arising from the assigned Committees.
Support in the monitoring and tracking Bills before Parliament.
Provide periodic updates on Parliament Order Papers, Bill Trackers, Hansard and Gazette notices.
Track the uptake of COG proposals in both houses of parliament and bring the controversial ones to the attention of the Council.
Prepare advisory opinions on assented Bills.
Assist in planning for the training of County Attorneys on legislative drafting.
Update the database of all laws passed and reviewed by Parliament on devolution.
Update the database on laws passed by County Assemblies.
Participate in law reform exercises initiated by the Attorney-General or by other
Ministries and draft the requisite legislation.
Provide advisory and legal support services and technical assistance on policy and legislation in Council’s Committees.
Review and provide feedback on the legal aspects affecting the assigned Committees.
Monitor policy and legislative developments and trends of the assigned Committees.
Carry out research on legal reforms relevant to devolution
Maintain database of all gazetted matters which relate to the Council
Minimum Qualifications and Experience:
Academic and Professional Qualifications
Bachelor of Laws from a recognized institution.
Postgraduate diploma of laws and admission as an advocate of the High Court of Kenya.
A valid practicing certificate.
Professional Qualifications / Membership to professional bodies
Membership to the Law Society of Kenya.
Experience
Minimum of one (1) year experience.
Functional Skills
Basic understanding of international and national goals, policies, objectives, and ability to relate them to Council’s mandate.
Basic understanding of Devolution as enshrined in the Constitution.
Basic understanding of government policies, regulations, and procedures.
Ability to develop policy and implement strategy.

Duration of the Assignment
The duration of the engagement will be three (3) years renewable for a similar term subject to performance and availability of funds.
