Lead Consultant to Support Malaria Program Review and Development of the Kenya Malaria Strategic Plan 2023-2028 and Review of the Kenya Malaria Policy M&E and Surveillance Consultant to Support Development of a Monitoring and Evaluation (M&E) Plan for the New Kenya Malaria Strategy 2023-2028

SCOPE OF WORK
The specific scope of work for the lead consultant entails achievement of the following tasks:

MPR and development of the new Kenya Malaria Strategy

Task
Phase 1: Planning

Participate in MPR planning meetings
Update MPR roadmap, as required
Support development of tools for the MPR
Facilitate the MPR inception workshop

Level of Effort (days): 9 days
Deliverable: MPR tools, updated roadmap
Phase 2: Thematic desk review

Guide the teams in conducting thematic desk reviews
Lead the team working on the program management thematic area
Review reports from the teams conducting thematic desk review
Facilitate a workshop to consolidate the thematic desk review reports
Review the thematic desk review reports
Consolidate the thematic desk review reports into the draft MPR report
Revise the draft MPR report as needed (incorporate inputs from reviewers)

Level of Effort (days): 10 days
Deliverable: Consolidated desk review report (draft MPR report)
Phase 3: External validation

Avail documents required by the WHO team for external validation of the MPR report
Provide technical guidance to the team during external validation
Document recommendations from the external validators
Lead the revision of the MPR report

Level of Effort (days): 7 days
Deliverable: Final (validated) MPR report
Phase 4: Program strengthening

Facilitate a strategy development workshop
Guide the strategy development team in drafting the new strategy
Review the draft strategy
Revise strategy based on comments from WHO external consultants

Level of Effort (days): 14 days
Deliverable: Updated Kenya Malaria Strategy
Review of the Kenya Malaria Policy
Task

Review current policy and other resource materials to identify areas requiring revision

Level of Effort (days): 8 days
Deliverable: PowerPoint presentation(s)

Facilitate discussions with key stakeholders as part of an analysis of the issues identified

Level of Effort (days): 2 days
Deliverable: Draft (updated) Malaria Policy

Present the recommended changes to the malaria health sector working group meeting

Level of Effort (days): 1 day
Deliverable: PowerPoint presentation(s)

Revise the draft (updated) Malaria Policy based on feedback from stakeholders

Level of Effort (days): 4 days
Deliverable: Updated Malaria Policy

EXPECTED OUTPUTS/DELIVERABLES

Feedback presentation of the review process, findings, and recommendations for senior Ministry of Health leadership and stakeholders

Revised malaria policy

QUALIFICATIONS/EXPERIENCES/COMPETENCIES

An advanced degree in a health-related field such as public health, epidemiology, international health or a related field
10 years or greater experience in management of public health programmes in developing country contexts.
Prior experience with health system evaluations/reviews/surveys or malaria programme reviews.
Experience working in international health organizations or funding agencies.
Experience with data analytical skills including advanced Excel and basic computer skills.
Good understanding of health systems of low- and middle-income countries.
Demonstrable ability to work with Ministry of Health teams.
Excellent writing abilities and skills, with evidence of having produced high quality reports for high level audiences and assignments.
