International Consultant (Accountability and Integration)

Development and monitoring of IOM CSU Accountability System: 

Conduct a comprehensive SWOT analysis of the internal accountability system in place, focusing on strengths, weaknesses, opportunities, and potential development associated with the existing system, tools, and structures. Particular attention should be given to the current Co-Funding Mechanism Sokaab platform in place as a mean to account for the initiatives developed and implemented by the communities.
Develop a detailed presentation summarizing findings from the SWOT analysis, highlighting key areas for improvement, and proposing actionable strategies.
Formulate an action plan based on the SWOT analysis outcomes, outlining specific steps to address identified weaknesses and leverage strengths within the current accountability system.
Monitor and evaluate the effectiveness of the current Sokaab platform for Co-Funding Mechanism and tailor its modality based on the recommendations made while collecting feedback from staff members and stakeholders to identify areas for refinement and adjustment.
Develop an actionable plan for the integration of monitoring and accountability parameters of the large scale Resilience Design model undertaken under the JoSP Programme. 
Take the lead on an improved dissemination plan to ensure that all findings emanating from different CS projects are being tracked properly and repurposed for various audiences. 
Formulate a plan for closer alignment to IOM’s Strategic Plan and ensure that the parameters currently in place are feeding the mission’s effort accordingly. Propose a plan for better tracking and potential adds-on where gaps are being observed.

Build-on and maintain the current learning ecosystem in place: 

Support in the compilation of all assessments undertaken, support in reporting and tracking of all lessons learned, success stories and recommendations made across these projects.
Perform any other duties as may be assigned, based on needs and the capacity of the candidate.

Internal Coordination for Program Synergies

Conduct consultations with key IOM pillars and response teams to identify opportunities for JOSP to connect with and complement other IOM programs, focusing on areas that could enhance its impact and long-term sustainability.

External Collaboration for Complementary Support

Engage with partner agencies from and Area-based Coordination perspective to align JOSP activities with area priorities, especially within the HRP25 framework, with a focus on addressing underserved and hard to reach areas.

Performance indicators for the evaluation of results

Monthly updates on progress of tools and structures set in place, as well as capacity building for internal CSU personnel working closely on accountability: (target: 1 per month)
Conduct SWOT analysis and presentation on current accountability systems in place, gaps and remedies to ensure a stronger structure (target: 1)
 Monthly updates on dissemination of the different products across the unit (target: 5-10/month)
 Resilience design monitoring plan for the JosP Programme that considers tailoring of the existing tools developed by Warren Brush/Mercy Corps and the CS MEAL team.

Qualifications

Education

Master’s degree in Social Studies, International Development, Migration, International Relations, Diplomacy or relevant fields with at least 2 years of relevant professional experiences in the field mentioned above or Bachelor’s degree in Social Studies, International Development, Migration, International Relations, Diplomacy or relevant fields with at least 4 years of experience of relevant professional experience.

Experience

Demonstrated knowledge in migration, Somalia context and systems integration.
Previous experience working in conflict and migration settings/context.
Experience working in East and Horn of Africa
Demonstrated proficiency and knowledge of information sharing.
