IDAS – Monitoring & Evaluation Consultant IDAS – Communications and Knowledge Management Consultant

Position Summary

We are looking for a Monitoring and Evaluation (M&E) Specialist, with experience on governance and anti-corruption projects, to support us in delivery of several engagements to clients in the development sector including Multilateral Development Banks (MDBs), Development Finance Institutions (DFIs), other Development Partners (DPs), philanthropists, amongst others.

The M&E Specialist shall be responsible for the overall M&E strategy, monitoring of several project implementation, assessing the development impact of the project, and ensuring that project outcomes are reported on. The Specialist can be based in any African country.

Key roles and responsibilities

Design and develop the overall M&E strategy and frameworks for projects including identifying minimum M&E requirements, project related indicators, and any other indicators to be monitored under the projects. 
Develop a methodology for monitoring, evaluating, and reporting the results of the projects taking in to account best practices in governance and anti-corruption projects, the indicators, and requirements of the funders.
Define and design data collection tools, incorporating technology and taking into consideration the type of the originating organization, and type of information.
Provide inputs into design of the projects, information management system as pertains to monitoring, evaluation, and reporting requirements.
Lead teams in undertaking M&E activities in accordance with approved methodologies and incorporate findings in reports. 
Any other related tasks that will be assigned to you.

Academic/Professional qualifications and Experience:

Masters’ degree or equivalent in Economics, Public Administration, Business Administration, Finance, Social sciences, or related fields.
7-10 years of relevant professional experience in project monitoring and evaluation in governance and anti-corruption projects funded by MDBs, DFIs, and/or DPs, in Africa. 
Experience in designing, and building M&E frameworks, work plans and budgets. 
Experience in managing and leading monitoring and evaluation activities, including data collection and analysis methodologies and tools.
Professional proficiency in English. Knowledge of French, Portuguese and/or Arabic is an added advantage.
