Duties and responsibilities entail:

Formulating and Implementing human resources and administration policies, strategies, programs, rules and regulations;
Undertaking Workload analysis, job evaluation and review of the organizational and remuneration structures;
Analyzing the utilization of the human resources in the Board and advising on proper deployment;
Formulating the human resource succession management plans and also managing recruitment, selection and development of Human Resources;
Analyzing the impact of the human resource policies, rules and regulations;
Analyzing staff performance and career progression and making appropriate recommendations ensuring training and development of staff;
Ensuring correct interpretation and implementation of human resource and administration policies, rules and regulations;
Coordinating traffic at the front office and attending to visitors.
Supervising the office assistant and or the receptionist
Managing employee security and safety matters; disaster and emergency response activities and all staff welfare matters;
Coordinating medical insurance and pension schemes;
Organizing for training Needs and Training Impact Assessment (TNA);
Managing library and general office services;
Facilitating the carrying out, of employee’s satisfaction and work environment surveys in liaison with Research Unit;
Implementing survey recommendations;
Deployment of staff and Managing transport for staff assigned field tasks;
Managing the petty cash and preparing petty cash report
Coordinating disability and gender mainstreaming;
Coordinating the implementation of prevention of Alcohol and drug abuse;
Managing employee payroll and all other all record centers in the Board;
Being the secretary to the Performance Management Committee; as you Coordinating Performance Appraisal in liaison with other departments
Coordinating corruption prevention, ethics and integrity issues;
Preparing annual departmental work plans, budget and procurement plan;
implementing the Public Officer Ethics Act/Code of Conduct;

For appointment to this grade, an applicant must have:

Served in the role for 2 two years as an Assistant Human Resource Manager in the Public Service or Private Sector or as a Human Resource Manager for a minimum period of one (1) year;
Bachelor’s degree in the following fields: Human Resource Management, Industrial Relations, Business Administration or any other relevant qualification from a recognized institution; OR Bachelor’s degree in Social Sciences with a Diploma in human Resource Management from a recognized institution;
Master’s degree in Human Resource Management, Industrial Relations, Business Administration or any other relevant qualification from a recognized institution; is an added advantage.
Certificate in Leadership/ corporate governance course from a reputable Institution;
Valid membership to a relevant professional body;
Shown merit and ability as reflected in work performance and results
