Human Resource Officer

Roles and Responsibilities

Selection and recruitment and induction of new employees, terminations and resignations, promotions and transfers.
Schedule job interviews and contact candidates as needed
Publish and remove job adverts
Advise finance and administration manager on Salary, compensation and benefits of HEFDC personnel
Deal with Performance issues, staff welfare and resolve conflicts
Advise department heads on HR issues and local labor laws.
Arrange training and monitor training data, write job descriptions, policies and procedures and strategic personnel planning.
Develop HR Systems, review HR manual and advise any necessary changes.
Develop training and on-boarding materials
Maintains in-depth knowledge of legal requirements related to day-to-day management of employees, and reducing legal risks
Provides day to day performance management guidance to line management (coaching, counseling, career development, disciplinary actions).
Insurance packages and rates
Travel and ticketing including accommodation for personnel and consultants

Human Management/Administration Responsibilities

Monitor all office and administration activities including maintenance and insurance
Work closely with other managers and assist in achieving the company’s strategic goals.
Initiate and implement, in consultation with the Finance and Administration manager, activities that benefit the company, staff and clients in terms of culture, working environment, staff relations and job skills among others.
Insurance packages and rates
Develop and maintain policies and procedures
Plan management events and meetings
Maintenance/administrative suppliers and rates
Administration activities including housekeeping and maintenance, security
Travel and ticketing including accommodation for personnel and consultants
Oversee day to day office activities
Record attendance and checking time-sheets
Managing time sheets based on the approved Level of Effort
Any other duties

Human Resource Planning

The position will support the HEFDC to make strategic decisions and will envision the organization’s future needs, such the kind and number of people it needs depending upon business requirements.
The position will be responsible for analyzing and planning the upcoming organizational objectives, including tentative projects in the pipeline, workforce requirements and optimal use, recruitment methods and strategies, market fluctuations anticipation and more.

Performance Management

The position is responsible for Performance management as an important human resource function. You will support managers monitor and review employees’ performance and overall contribution to the achievement of project objectives and organization’s Key Performance Indicators (KPIs). The position will ensure that performance management will set clear employee expectations, define robust key result areas (KRAs) to ensure productivity and determine individual training and performance plans in sync with the organizational goals and objectives.

Learning and Development

The position will ensure empowering employees will be done to enhance their skills for career advancement using a learning management system. Learning and development bridge the gap between the existing and future workforce. The position will be responsible for ensuring HEFDC identifies the training needs of an employee at early stages and provides a structured training plan for growth and development to ensure success of the organization in achieving projects’ objectives.
The position will ensure HEFDC benefits from the promotion of learning and development and that this will boost employee performance and job satisfaction, encourage innovation and creativity, improve risk management capabilities and reduce employee turnover rate.

Qualifications

BSc in Human Resources Management or relevant field
Registered and certified by the Institute of Human Resource Professional body
Certified Human Resources Professional (CHRP-K)
Qualification in Business Management will be an added advantage

Experience

Five (5) to eight (8) years’ experience in HR administration role, management experience will be a plus
Good knowledge of “Best Practices” in HR Delivery.
Be proficient in the use/application of Human Resource Management Information System (HRMIS)
Must have experience in managing teams, especially from consortium partners.
Ability to initiate/manage cross-functional teams and multi-disciplinary projects.
Must have critical thinking, decision making and problem solving skills.
Be skilled as a good organizer.
