HR Assistant Director

Duties and Responsibilities
Specifically, duties and responsibilities will entail:

Plan, coordinate, organize and implement HR strategies, policies rules, regulations, and systems for the Authority;
Coordinate the identification, design and implementation of training programs based on training needs assessment;
Monitor and evaluate of human resource management and development programmes;
Ensure the development and updating of the human resource database;
Coordinate the staff induction and on-boarding programmes;
Supervise effective administration of the payroll system;
Develop, implement and review of the Authority’s human resource career guidelines;
Ensure the Authority meets its statutory obligations;
Control employee relations and discipline;
Coordinate the development and implementation of annual performance contracts in the Authority;
Coordinate issues of staff separation and welfare;
Mentor, Coach and counsel staff.
Supervise effective administration of the payroll system;
Supervise the reconciliation of staff complement and establishment;
Implement Human Resource information management systems for the Authority;
Provide secretariat services to Human Resource Advisory Committee;
Ensure compliance and mainstreaming of crosscutting issues such as occupational health and safety, HIV/AIDS, Gender, Disability, Alcohol and Drug Substance Abuse policies;
Supervise staff.
Prepare and monitor the implementation of departmental Work Plan;
Prepare and submit quarterly and annual reports for the Division;
Approve leave applications, sick sheets and sick offs.

Qualifications
For appointment to this grade, an officer must have:

A minimum period of Ten (10) years in relevant work experience and at least three (3) years in supervisory role in a position in the Public Service or Private Sector;
Master’s degree in Human Resource Management or any other relevant qualifications as an added advantage;
Bachelor’s degree in Human Resource Management or Equivalent qualifications;
Management course lasting not less than four (4) weeks from a recognized institution;
Membership of the Institute of Human Resource Management.
Proficiency in computer applications
Good Communication skills
Fulfilled the requirements of Chapter Six of the constitution
