HIV/AIDS Programme Assistant

Task description
Within the delegated authority and under the supervision of the Regional HIV/AIDS Adviser or his/her designated mandated representative(s), the UNV HIV/AIDS Programme Officer will: PROJECT AND BUDGET PLANNING AND MANAGEMENT Contribute to the development, updating and continual improvement of systems to track and manage global and regional HIV budget allocations and corresponding regional and country level HIV and sexual and reproductive health (SRH) activities and results, including but not limited to:

 Global thematic funding for HIV
 UNAIDS unified budget, results and accountability framework (UBRAF)
 The 2gether 4 SRHR Joint UN programme country allocations Support regional tracking systems and project management for:
 The 2gether 4 SRHR Joint UN programme
 The Global Fund Adolescent Girls and Young Women Strategic Initiative Partnership
 The project cooperative agreement with Oxford University to generate evidence that informs programming for adolescents Provide liaison with other sections in the RO, including but not limited to Human Resources, Operations and Policy, Planning and Monitoring, to ensure smooth HIV Section project management. Support communication and follow up with Country Offices to optimize budget utilization and results tracking. KNOWLEDGE MANAGEMENT
 Support the redesign of the UNICEF ESARO HIV Sharepoint sites to increase their utility and value for Regional and Country Offices
 Maintain the Sharepoint with up-to-date evidence and resources that are readily accessible
 Compile the monthly ESARO HIV newsletter, contributing to its continued quality improvement, including through solicitation of inputs and feedback
 Support virtual meeting planning and hosting
 Participate in capacity building initiatives to enhance the competencies of UNICEF colleagues and partners in knowledge management ESARO HIV SECTION PROCESSES AND EVENTS
 Contribute to the development of the HIV Section’s rolling workplan and input on the midyear and annual reviews
 Support the Section’s review of country office annual reporting
 Actively engage in biweekly HIV Section Meetings, including as a rotating chair and notetaker
 Support the planning and implementation of the 2022 HIV Network Meeting
 Any other related tasks as may be required or assigned by the supervisor. Results/expected outputs: As an active ESARO HIV team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNICEF and its beneficiaries in the accomplishment of her/his functions, including:
 Improved systematic management and tracking of HIV Section budget and activities resulting in optimized use of HIV funding
 Streamlined ESARO HIV Sharepoint sites with improved maintenance and use
 Regular release of an evidence based and programme informative monthly ESARO HIV newsletter
 Collegial relations maintained with other HIV sections and Country Offices that result in efficient action and problem solving.

Nationality

Candidate must be a national or legal resident of the country of assignment.

Requirements
Required experience

2 years of experience in in HIV, SRH or health programming, or other related fields. Experience working in the UN is an asset.
Demonstrated experience in project management and financial tracking.
Excellent writing and communication skills.
Demonstrated ability to work in interdisciplinary, multicultural settings with gender equality and diversity awareness.
Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, PowerPoint, etc.) and email/internet; familiarity with database management; and office technology equipment. Familiarity with web platforms is an asset.
Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines.
Have affinity with or interest in UNICEF’s mandate, volunteerism as a mechanism for durable development, and the UN System. Familiarity with results-based management is an asset.
