Position SummaryUnder the leadership of the HIGDA Deputy Chief of Party, the Senior Performance Analytics Advisor will lead the data analytics work stream of the project. Working with data analytics and use technical advisors, S/he will leverage real time, user friendly analytic tools to facilitate decision making. The Advisor will lead efforts in identifying data analysis solutions that responds to specific data user needs and allows for monitoring of national and county program goals and directives. S/He will work with the GIS specialist to develop easy to use analysis tools that enable decision makers to explore and interrogate their data geospatially. S/he will work with technical advisors to create platforms for decision makers at the MoH National and county level, USG implementing partners and other stakeholders to use instruments like the National Data Warehouse, the DSL, DHIS 2 etc., to visualize disease trends and facility-level clustering, conduct optimal location modeling, and conduct least-cost path analysis. S/he will design and develop quantitative analyses of data for both descriptive and inferential applications of biostatistics for disease epidemiology. S/he will apply this experience to improve HMIS processes and systems to foster a shift to real-time analysis.S/he will work with the HIGDA Learning and Knowledge Management Advisor to translate these analyses into data used for continuous quality improvement. They will work in concert to equip MOH staff with the capability to analyzing health statistics data for clinical and county-level decision making using the aforementioned data analytic products for clinical and county-level decision making.S/he will work with the M&E Director to translate novel bio-statistical/ epidemiological analyses into routine disease monitoring reporting and dissemination, where applicable and transferable.ResponsibilitiesThe Sr. Performance Analytics Advisor will be skilled in mining data, and the application of inferential statistical methods to convert clinical and public health data into information for evidence-informed programming.The Sr. Analytics Performance Analytics Advisor will be well versed with the use of data mining tools, such as SQL and Access, and statistical applications, such as SAS and SPSS. S/he will support outcome measurement activities and ensure that data analyses support information needed by stakeholders to answer key questions and support decision making, and for quality improvement.This position reports to the Deputy Chief of Party. This position oversees the DDIU and Analytics Team Lead, the GIS Specialist and the NHIS Support Specialist, Specialist.Key ResponsibilitiesDesign a data use system to:
Continuously use data for quality improvement;
Routinely review data for use to improve service delivery and clinical/public health decision support
Increase the use of gender and age-disaggregated data in particular, and inferential statistics in general for evidence-informed management of the program
Inculcate a culture of data demand and use, including the provision of routine high-level statistical analyses
Disseminate data analysis through enhancement of dashboards and data visualization of the National Data Warehouse and DHIS 2, through abstracts and publications (implementation science), through data use forums with the MoH DIVHIM&E and NACOP, USG and stakeholders
RequirementsQualifications
Masters Level of Education in related field, e.g. MSc (Epidemiology/Biostatistics/Biometry),MPH
5+ years? experience in an analytic/statistical position for a public health project, preferably USG funded
Experience supporting the Ministry of health at national and county level
Appropriate software skills necessary to mine data from databases, such as SQL, or equivalent
Appropriate software skills necessary to conduct, analysis of study data, such as STATA, SPSS, or equivalent
Strong written and oral communication skills for high-level policy audiences (writing examples may be required)
Excellent coordination, and information management skills
The ability to work well under pressure and skilled in change management, crisis management, and problem solving
Strong team leadership ski
Knowledge and experience of data informed decision making and advocacy
Ability and willingness to travel frequently within Kenya and work under field conditions
Proficient in Microsoft Office Suite and familiar with the use of databases
Must be available for domestic travel
Fluent English and Swahili required.
