Project Overview and Role
Palladium is seeking a qualified candidate for Health Systems Strengthening Lead for a DFID-funded five-year health project in Kenya. The candidate should have significant experience in leading teams of technical experts, and providing a range of technical expertise themselves on various health system functions, including health policy, financing, information, leadership and governance – at national and sub-national levels.
Responsibilities
The primary responsibilities for the Health Systems Strengthening Lead are:

Serve as the main senior technical lead for all Health Systems Strengthening work on the project – especially at the county level.
Lead and effectively manage team of other technical experts to provide a wide range of the highest quality technical health systems support to counties.
Undertake technical assessments and analysis relating to aspects of the health system – both in the counties and at national level – in order to improve health service delivery availability and quality.
Provide long-term technical assistance to the Ministry of Health, countries and other key stakeholders.
Ensure support to the MoH and the counties by the project is aligned to national and county plans and priorities.
Ensure support is captured in plans and well-coordinated with other partners and stakeholders.
Develop the capacity of key county staff and the CHMT.
Deliver health systems results as defined by the DFID logical framework.
Play a key role in multi-sectoral working groups constituted by the MoH and partners at both the national and sub-national levels.
Lead on the technical documentation on all health systems work, innovations and best practices.
Document activities, deliverables, and results every month, along with the relevant evidence, submitting activity and result reports to his/her supervisor.
Responsible for ensuring and fostering teamwork and shared leadership, with the aim of achieving better results in the activities undertaken by the project.
Responsible for overseeing programmatic and budget compliance by all the activities under his/her supervision.
Attend meetings related to the project, as required by his/her supervisor and/or the Team Leader.
Observe all administrative and financial policies and procedures established by Palladium and DFID.

Requirements
Minimum education and experience required:

15+ years experience in delivering and technically advising large health programmes, FP programmes are advantageous.
Medical doctor or MPH or equivalent.
USAID Senior Advisor is desirable
Senior DFID experience would be preferential
HSS work experience outside Kenya is a distinct advantage
Must have experience of working in Kenya’s counties/devolved structures, and experience working in northern counties is a distinct advantage
Technical Leadership experience in a results orientated environment.
Ability to work in complex environments, including volatile situations.
Needs to be comfortable travelling extensively to remote locations.
Technical expertise in health systems strengthening, RMNCAH, the private sector and experience working with adolescents.
