Group Head of HR & Admin

Role Overview

Under the leadership of the HR Director, the Group HR Manager will be responsible for ensuring efficient and effective management of human resources and administrative functions for the Group’s operations in Tanzania. He/She will coordinate labor recruitment, induction and training, contracting and work permit processing (for foreign employees) among other key responsibilities.
In addition, He / She will oversee the Group’s transport and security departments as well as liaise with relevant government offices for labor related issues.

Key Responsibilities
Human Resource Management

Assist the HR Director in conducting recruitment and staff capacity development according to the needs of the Group.
Advise senior management on issues pertaining to selection, retention and termination of employees.
Conduct exit interviews on behalf of senior management.
Provide employee relations support such as conflict resolution as well as ensuring consistent and equitable treatment of employees.
Assist and advise senior management on performance management, disciplinary issues as well as keep them informed on discrepancies and potential employee dissent.
Ensure systems are in place for management reporting in particular relating to proper attendance records, leave management ensuring they are well maintained in the HR software.
Audit and ensure sick leaves and other sympathy leaves are genuine.
Conduct performance reviews and provide regular development supervision. Monitoring of competence training requirements to ensure that it is in line with the Group’s requirements.
Implement periodic review of human resource management strategies and policies in accordance with the country’s labor laws. Liaise with the Ministry of Labor and Employment of Tanzania to gather latest requirements for labor-related issues and filings.
Processes work permit documentations and ensures that foreign staff are legally permitted to work in Tanzania according to the Tanzanian labor laws.
Supervise and monitor employees’ compliance to OSHA (Occupational Safety and Health Authority) regulations.
Maintain all records pertaining to regular staff, consultants and temporary workers, including position descriptions, contracts of employment, leave entitlement records, performance appraisals, etc.
Oversee the maintenance of the Group’s comprehensive payroll system.
Maintain the organizational culture upholding the Group’s values and reputation with all staff, partners and regulatory bodies.
Identify key issues related to organizational development, capacity building and learning processes with the Group and make recommendations to senior management to address relevant issues requiring a response.

Admin, Security and Logistics Management

Work closely with various departments to ensure that flow charts of work processes are being followed and chains of command are observed.
Work closely with the operations team to review and maintain an accurate projection for ad hoc crew requirements (e.g. hiring of temporary or wage workers) and oversee recruitment activities to support these requirements.
Work closely with transport and security heads to ensure that transport and security teams are delivering quality output and effectively supporting the operations of the companies.
Oversee and keep track of assets issued to employees.
Co-ordinate logistics works with Operation Managers, Project teams, and Head of transport.
Manage all monitoring, reporting and communication in regard to fleet management matters and communicate findings to the HR Director in a timely manner.
Ensure all transport needs of the Group’s employees are met by providing efficient, effective and accessible solutions.
Supervise legal officer, records clerk, and secretarial and administrative staff to ensure that the filing system is properly maintained (which includes updating the filing cabinets and archiving old documents) and database is updated as required to ensure efficient data management.
Assist the HR Director with any administrative support as requested or delegated.

Required Qualifications, Experience, Skills & Abilities

Bachelor’s Degree in Human Resource Management or a related field of study from a reputable institution. A Master’s or advanced degree is preferred.
Post graduate Diploma in Human Resources Management.
At least 6 years of progressive HR experience with atleast 2 years in senior HR & Admin management
HR experience in Manufacturing, Construction, Logistics or Energy industry is preferred.
Broad knowledge of policies, practices, laws and regulations, procedures and practical application governing the functions of human resource management.
Knowledge of current Tanzanian labor laws, policies, and procedures.
Fluent in English and Kiswahili
Strong Microsoft Office skills with experience in creating management reports and presentations.
Excellent interpersonal and communication skills. Ability to communicate in a courteous and professional manner at all times, both verbally and written.
Excellent conflict management skills. Ability to communicate with others in a non-antagonistic situation using appropriate interpersonal styles and methods to reduce tension or conflict while maintaining professionalism in line with the Group’s set standards.
Time management skills coupled with the ability to organize and prioritize to deliver results in a fast-paced environment. Ability to work independently, set priorities, and handle multiple tasks balancing between speed and accuracy to meet deadlines.
Strong numerical and analytical skills to perform calculations, interpret, and adapt known methods, system procedures or operating concepts to new situations.
Ability to exercise good judgment, problem solving abilities, and resourcefulness in the absence of formalized guidelines and procedures and the ability to identify, analyze, and resolve business issues.
