CHAK is therefore seeking to recruit competent, experienced and highly skilled candidates expected to drive the project to achieve its objectives and to act as change agents supporting a culture of performance and accountability within the project counties.

The Grant Officer provides quality and proper stewardship of the grant by managing the financial resources of USAID as the donor.
S/he coordinates the administrative and financial aspects of grants, federal awards, and cooperative agreements by reviewing budget completeness, and coordinates post award actions.
S/he must have expertise in contracts management for USAID projects.
Reporting to the Grant Director, the key duties and responsibilities include:

Budgets planning, monitoring and modification for consortium and implementing partners.
Take lead role in partners’ budget implementation of project activities and proper utilization of resources as per the work plan. This includes ensuring proper grant management reporting and administration of projects activities.
Ensure partners financial reporting is complete, accurate and timely submitted.
Take lead role in financial reviews and feedback and technical support to the implementing partners on resources planning & management, audits and compliance in line with CHAK policies, statutory regulations, USG rule &regulations and Donor requirements.
Plan and facilitate external audits and findings close out for the consortiums and implementing partners.
Take lead in risk assessment and management for the consortiums and implementing partners by ensuring proper stewardship of CHAK and donor resources.
Continuously provide partners budget implementation oversight by conducting monthly burn rate analysis, activities need assessment & prior approval for budget modification and resource reprogramming.
Support donor reporting by providing timely information on partners’ quarterly expenses, PEPFAR – HRIS, OGAC reporting & requirements and annual expenditure reporting.
Ensuring timely flow of resources to consortium and implementing partners by ensuring accurate and complete cash flow forecast and wire processing in line with project strategies and objectives,
To support coordination and monitoring of sites performance review meetings including; targets dissemination, Sites performance improvement plans, performance reviews and donor joint system improvement Monitoring (SIM) and Technical Assistance (TA)Reviews.
Supports the partners in engaging county & sub-county collaboration with other development partners and community leaders toward sustainability and furthering the project objectives and donor requirements.
Support in implementing sites Institutional strengthening by participating in board orientation, senior health management team orientation, bench marking on best practices, strategic plans development and review, policies review, HIV services integration and networking with church affiliated leadership.
Support funding application(RFA), continuation application and sub-grant processing.
To support partners’ transition, activation, baseline assessments, contracting and sub award management.
Assist Grants and Compliance Director in preparation of projections
Other duties as assigned by the supervisor.

Minimum Requirements:

Bachelor’s degree in finance or related disciplines
At least 3 years of experience in grants design and administration
Working knowledge of USAID Contract Management and Grants Management policies and procedures required.
Experience implementing grant policies and procedures required.
Strong interpersonal skills with the ability to engage with a wide range of organizations, beneficiaries, and related parties.
Strong oral and written communication skills.
Fluency in oral and written English is required.
