Government Relations Manager Monitoring Specialist

ROLE BRIEF
Seeking an ambitious, high-performing Government Relations Manager to support and implement Msingi’s Aquaculture policy agenda in East Africa
Purpose of the Government Relations Manager role
The Government Relations Manager works to support and implement Msingi’s Aquaculture policy agenda in East Africa. To achieve this, the role will focus on building bridges and implementing continuous engagement between Msingi and the East African governments, their institutions and member associations (legislative bodies, ministries, departments, authorities and agencies).
Key responsibilities
As part of the Aquaculture team, this role will;

 Develop and maintain communication channels and good working relationships with various public officials within the industry. This includes all appropriate state agencies, bodies, ministries, agencies, donors and stakeholders through personal visits, correspondence, phone, and other communications;
Serve as an advocate for the aquaculture industry. Collaborate and coordinate on advocacy efforts on behalf of policy and legislative issues within East Africa;
Develop and maintain relationships with aquaculture subject-matter experts. Work with these individuals to provide expert recommendations in legislative and advocacy efforts;
Carry out research on specific issues related to regulations within the aquaculture industry and developing policy proposals based on aquaculture industry strategy with the intention to influence government regulatory policies;
Review all government regulations that apply to the aquaculture industry and relaying the synthesized information within Msingi stakeholders;
Work with the relevant government agencies, to develop, implement and monitor environmental sustainability issues related to good aquaculture practices; 
Establish knowledge sharing linkages with similar programmes in Gatsby Africa and Kenya Markets Trust, and externally with Funders and partner institutions; and
Any other duties as may be assigned from time to time.

Experience and personal qualities required
Msingi is looking for a star-performer that has:

A Master’s degree and a relevant university degree preferably in the areas of economic development, policy, law, public administration, political science, public relations are preferred;
A minimum of ten (10) years relevant work experience, with at least five (5) years in a manager or senior manager role with significant responsibility and autonomy;
Experience in policy and government relations with demonstrable understanding of the policy development life cycle;
Experience working in or with the public sector or within the economic development sector; 
Strong communication and interpersonal skills with a willingness to relate to different types of people, understanding their needs and motivations;
Strong stakeholder management skills;
Self-motivation and capable of working independently to meet deadlines;
Advanced problem-solving skills in balancing and addressing Msingi’s aquaculture strategy as well as government concerns;
Strong analytical and investigative skills especially in researching specific policy issues; and
A strong attention to detail and ability to learn and be flexible in new/changing environments.

Terms and remuneration
The contract for this work will be permanent and full-time. The job will be based in Nairobi with up to 40% travel in the region. The salary will be competitive and is negotiable dependent on experience.
