Introduction
HIAS is an international not for profit organization with a vision for a world in which refugees, displaced persons and asylum seekers find welcome, safety and freedom. HIAS operation in Kenya was established in 2002 with the mission to serve the most vulnerable refugees through protection, resilience, economic inclusion and provision of durable solutions.
Organizationally, HIAS is guided by its Refugee Rights Framework. This rights-based approach, based on international human rights, humanitarian and refugee law and practice, provides a programming framework for HIAS’ focus on refugee protection. This framework prioritizes programming impact that ensures forcibly displaced people realize their potential and become contributors to society, with this impact being achieved through the realization of legal and civil rights and social and economic rights including through 1) the right to protection from harm, violence and discrimination, 2) the right to recovery from the shock of displacement, and 3) the right to economic self-sufficiency and inclusion.
The overall goal of HIAS’ global GBV Prevention and Response programming is for forcibly displaced refugee women, girls, sexual and gender minorities to pursue their potential and to access their human and legal rights, free from violence and oppression. This means HIAS GBV programming works to ensure:
(1)   Forcibly displaced women, girls, sexual and gender minorities face a reduced risk of GBV,
(2)   Survivors of sexual and physical violence have access to coordinated psychosocial, health, and legal services,
(3)   Family, community, and institutions support refugee women, girls, sexual and gender minorities in accessing and using their rights.
HIAS uses a survivor-centered, community-based approach. Our programs consider the voices and needs of survivors and prioritize their leadership in program design and implementation. HIAS works with   communities’ natural systems in order to optimize support for survivors, building partnerships to promote and protect the rights of survivors, women, girls, sexual and gender minorities. This approach enables HIAS to meet the safety, psychosocial, economic, and justice needs of survivors; facilitate their access to appropriate care; and empower communities to lead efforts that challenge beliefs, attitudes, and behaviors that perpetuate or condone violence against women, girls, sexual and gender minorities in the community.
HIAS is seeking to hire a GBV Risk Reduction Officer to support a pilot project, Engaging Men to End Men’s Violence Against Women and Girls. This project will focus on reducing risk and mitigating consequences related to three forms of GBV in humanitarian emergencies: sexual violence, interpersonal violence, and early child marriage. This will be accomplished through developing, piloting and evaluating innovative social norms change work that focuses on addressing male violence against women and adolescent girls and the attitudes men hold towards survivors.
The GBV Risk Reduction Officer will share responsibility for community mobilization, pilot testing curricula, liaising and facilitating discussions with women’s groups, facilitating Men’s Discussion Groups and building linkages with the ongoing GBV programme. All of these things will be done using an accountability framework centering women and girls.
The position will support specific program components related to social norms, transformative behavior change and other elements that go beyond awareness raising and into the social change needed to ensure women and girls can access their rights.
Main Duties and Responsibilities

Conduct Community Mobilization related to the project. This will focus on ensuring participating communities have a deep understanding of the project, participate in set up and, accept and support the project.
Conduct semi-structured consultations with the community to inform different aspects of the project.   
Support community conversations with girls’ and women’s groups to ensure their voices and needs inform programming – specifically the curricula development.
Participate in project calls with Senior Technical Director, Gender and GBV.
Assist in developing a technical resource package focused on engaging men through a process of social norms change by review and informing curriculum content and implementation plans developed by Gender Insights.
Provide input into transformative prevention materials including curricula and training guides that help men understand, reflect on and start to change attitudes around power, gender, masculinities and male privilege.
Facilitate Men’s Discussion Groups that encourage men to reflect on a changing attitude and behaviours related to violence against women and girls.
Conduct training of GBV staff and partners on the male engagement approaches to build synergies with ongoing GBV projects
Facilitate discussions with top level religious leaders around social norms change
Support ongoing community engagement to facilitate acceptance of activities and approaches
Conduct mapping of the available GBV services in the project locations and facilitate development of appropriate referral mechanisms
Manage disclosures of violence in a survivor centered manner including referrals for services
Input into developing Theory of Change in order to address GBV against women and girls through prevention and social norms change work with men.
Monitor and report on program activities
Perform other duties as required
Coordinate activities that are geared towards reducing risk and mitigating consequences related to three forms of GBV in humanitarian emergencies; sexual violence, interpersonal violence, and forced marriage.
Contribute to developing, piloting and evaluating innovative social norms change work that focuses on addressing male violence against women and adolescent girls and the attitudes they hold towards survivors.
Organize community feedback forums after pilot testing to capture learning, necessary changes and general community feedback about the intervention. 
Support monthly and quarterly monitoring to ensure the project is on track and there are no unintended consequences for the community, in particular women and girls
Track and maintain project documents and progress in an appropriate database and ensure that all documents are accurate
Develop detailed project plan and tracking progress to ensure adherence to timeliness and scope with regards to implementation of activities relating to engagement of men in accountable practices with inclusion of women voices in relation to Gender, power and violence.
Provide referrals as necessary if survivors disclose violence during community consultations. 
Update and maintain work and spending plans that support the achievement of the project activities.

Required Qualifications

Minimum of 2 years working on GBV programming with a focus on prevention preferred
Knowledge of international humanitarian standards for GBV prevention, protection and response.
Previous experience working on social norms change
Experience with developing and implementing GBV programmes, including monitoring and evaluation Demonstrated understanding of the needs of survivors.
Bachelor’s degree in Gender Studies, Social Work, Community Development Studies and/or other related fields of study or previous experience in community mobilization and GBV.

Desirable Experiences

Minimum of 2 years’ previous job experience related to GBV.
Demonstrated experience working directly with refugees who are survivors of GBV.
Experience in Evidence based GBV prevention interventions including EMAP and/or SASA! – a plus.
Demonstrated experience in work closely with different stakeholders at the community to enhance male engagement in reducing IPV, forced marriage and sexual violence.
Good knowledge of Human Rights Doctrines
MUST have experience with operationalizing GBV principles, knowledge of International humanitarian standards for GBV prevention and response.

Required Skills and Competences

Proficiency in English and Swahili
Computer literacy is a must, with strong knowledge of Access, Excel and Word
Ability to work in a team, maintain confidentiality and respect for diversity, uphold integrity, respect and accountability
Self-starter with an ability to work with minimal supervision in a culturally diverse team
Excellent Analytical, Communication and Report writing skills
Strong interpersonal skills and demonstrated ability to establish effective working relations with local staff, beneficiaries and other stakeholders
Ability to maintain one’s composure while under pressure
