Job context
Hivos East Africa seeks to recruit a Finance Manager for the Africa Biogas Partnership Programme and 4S[at]Scale programme who will be responsible for the programme finances. She/he will ensure adequacy of the general administration and financial management of the programmes by maintaining and implementing sound internal control systems. The position holder will also be expected to work with the ABPP and 4S[at]Scale Programme Managers and in-country team leaders to make certain that the projects adhere to corporate policy, legal and contractual obligations, and corporate and donor standards.
Your responsibilities
Ensure that the adequacy of the programmes general administration and financial management are maintained by retaining and implementing sound internal control systems both at supranational level and at the national levels;
Translate the ABPP and 4S[at]Scale financial policies (result based financing and management) into budgets to allow the ABPP and 4S[at]Scale programmes’ stakeholders to have insights into costs and budget structures (benchmarking for management and monitoring purposes);
Reviews, constructs and implements administrative and financial systems and processes such that income and expenditure patterns are analyzed; and input for financial policy is provided (budget tracking), monitored and followed up.
Supports administrative and financial systems and processes in the ABPP and 4S[at]Scale programmes in the 5 countries such that the projects audited financial statements in each of the respective countries are approved;
In consultation with the ABPP and 4S[at]Scale Programme Managers draw up the annual operating budgets for the ABPP and4S[at]Scale programmes;
Advises and support country programme teams on budget tracking and monitoring, and on partnership management.
Your profile
Masters in Accounting (desired);
Possesses at least 7-10 years of relevant financial/accounting experience, preferable in an international or donor organization;
Ability to work in a financially complex international organization;
Knowledge of ICT and general computer skills;
Ability to communicate clearly and effectively: Oral and written command of English. Knowledge of French is desirable.
