Finance & Administration Manager

The purpose of the Project is to support implementation of Health Information Systems (HIS) innovations for patient and disease monitoring along the treatment cascade towards achieving HIV epidemic control in Kenya. This will be achieved through supporting the Ministry of Health (MOH), County Health Management Teams (CHMTs), and service delivery partners in strengthening HIS to set up HIS standards/interoperability framework; establish data exchange between HIS products; establish National Unique Persons Identification (NUPI); set up National Health Data Warehouses (NHDW); set up HIS Electronic Medical Records (EMRs), Laboratory Information Management Systems (LIMS), and the HIS products as prioritized by MOH.
 
The Project Has Five Key Objectives
To support project implementation and progressive HIS data quality improvement for evidence-based decision-making
To build capacity of health care workers and Service Delivery Implementing Partners with appropriate knowledge skills required to use, scale up, modify, support and sustain HIS
To develop a national unique patient identification system based on the Integrated Population Registration System (IPRS).
To develop and implement a plan to transition HIS maintenance and support to Service Delivery Implementing Partners and Counties
To enhance Electronic Medical Records (EMR), National Health Data Warehouse (NHDW), Laboratory Information Systems (LIS) and Pharmacy Information Systems (PIS) capabilities to meet technical and user needs
Responsibilities
Maintains financial and accounting systems and procedures in accordance with Palladium corporate requirements and USAID regulations
Oversees annual FGGOL audit and prepares management responses on any queries
Supervises and monitors the in-country finance and operations team activities ensuring that standard accounting principles are followed in carrying out financial transactions
Maintains regular communications with the senior management team providing relevant and timely financial information for planning and decision making purposes
Produces accurate and timely cash flow projections, financial and other reports as required for internal management, the headquarters office, and international donors, as appropriate and requested
Oversees project procurements and administration of contractual agreements with vendors and consultants and other relevant parties
Ensures sound contracts and grants management systems for awarding and executing agreements
Prepares semi-monthly financial reports and submits to headquarters within stipulated dates in the calendar
Files all travel vouchers, expense reports and financial reports
Retains overall responsibility for receiving, documenting, and managing all stocks and commodities of the project, including forecasting and requisitions to guarantee optimal stock levels at all times
Maintains accurate and up-to-date financial records, undertakes cash flow management, and prepares cash forecasts
Processes suppliers and hotel payments
Oversees and manages, disburses and reconciles office petty cash / field imprests
Reviews and prepares budgets for related project activities
Carries out banking duties as required
Makes payments to participants at workshops
Processes and coordinates monthly and timely payroll functions and statutory deductions and maintaining staffing files
Ensures appropriate employment taxes are paid to appropriate country agencies
Ensures implementation of and adherence of Human Resources policies including compliance with national labour legislation
Keep personnel files updated
Performs other duties as directed
Requirements
Bachelor?s degree in business or finance. Master?s degree is an added advantage
CPA qualification
At least five years? finance and administration experience with USAID-funded programs
Excellent knowledge of USAID compliance requirements, financial/budget systems
Good knowledge and skills in Microsoft Office i.e. MS Excel, MS Word, MS Outlook
Well-developed and effective organizational skills, including to ability to multi-task and work in a high-pressure environment
Sound understanding / experience in financial processing and management
Good interpersonal skills
