Land O’Lakes Venture37 invites proposals to conduct a final evaluation of the 4 ½ year TRASE Food for Progress project funded by the United States Department of Agriculture (USDA). The project has been implemented by Land O’Lakes Venture37 in Kenya, Uganda, Tanzania, and Rwanda since September 2019 and will continue through April 2024. The project aims to expand trade by working with public sanitary and phyto-sanitary (SPS) authorities, public and private laboratories, and private sector firms and farms to address the higher level SPS issues that constrain trade in the East Africa Community (EAC).
Utilizing the standard evaluation criteria of relevance, efficiency, effectiveness, impact, and sustainability, the final evaluation is expected to measure both short and long-term progress made toward achieving the key results, assessing attribution to the extent possible while explaining deviations. Additionally, the evaluation will make recommendations for changes necessary to inform the design of future similar projects.
The evaluation is expected to take about 5 months, starting on late February2024, with a final report due in July. Applicants are expected to have strong experience in conducting evaluations of agricultural trade development projects, including expertise in SPS. Experience with trade and SPS issues in the EAC is preferred.
