ExpandPF Senior Program Officer

Role Purpose:  

The Senior Program Officer will be responsible for the technical oversight of the project activities and implementation.  The Senior Program Officer provides direct support across the project life-cycle from start-up and implementation to close-out, and is the primary point of contact for project information, status, performance, donor requirements and communication. 

Context of Role: 

USAID/West Africa Expand Family Planning and Sexual and Reproductive Health Activity (ExpandPF) aims to support replication and scale-up of key FP HIPs (i.e., immediate postpartum family planning, post-abortion family planning, adolescent responsive contraceptive services, task sharing, community health workers, and knowledge, beliefs, attitudes, and self-efficacy) in urban and peri-urban centers, with targeted service delivery in Cameroon, Côte d’Ivoire, Mauritania, and Togo.

Deliverables:

Monitor workplan implementation progress escalating delays and issues to the Vhief or Party and the Africa Regional Office to ensure milestones and objectives are met.
Monitor and report on the implementation of action points following project review meetings.
Make regular visits per workplan to support planning and program management activities, as appropriate and budgeted.
Organise the preparation, review and submission of USAID deliverable progress reporting in line with ExpandPF’s cooperative agreement and Chief of Party sign off.
Review risk matrix with key stakeholders ensuring that updates are recorded/logged as required for programme compliance.
Monitor environmental and family planning (FP) compliance plans with the implementation team, supporting the implementation of mitigations/corrections recommendations from compliance audit findings. 
Maintain filing system and deliverable tracker including submitted and approved ExpandPF deliverables, amendments, and products.
Archive of terms of reference for staff and consultant travel, trip reports and ExpandPF program products/assets in line with HR and programe requirements. 
Schedule and note-takie at high-level internal and external meetings as required in the programmes calendar of events..
Collate and maintain presentation materials for use in stakeholder outreach programmes and project updates. 
Monitor the archiving of USAID ExpandPF documents on Development Exchange Clearinghouse as required for audit/compliance purposes.

Expertise/Skills:

Minimum of a bachelor’s degree or equivalent experience, plus track record of relevant experience in sexual reproductive health and rights or global health and development. 
Demonstrated knowledge of relevant US Government regulations (including Environmental and FP Compliance) and USAID project management experience.
Full Professional proficiency in spoken and written English.
Moderate spoken and written French (full fluency preferred).
Budget development and management experience (USAID budget experience preferred).
Excellent problem solving and communications skills, including with global teams.
Demonstrated ability to communicate and collaborate effectively with individuals and teams at all levels, both internally and externally
Experience working and leading in a matrixed management structure and working with local/national partners 
Experience and knowledge of restricted funding project management cycles, including project design, launch, implementation, monitoring, evaluation, and learning (preferably with USAID)
Excellent organizational and time management skills; ability to, to efficiently prioritize, multi-task and manage deadlines effectively within a fast-paced environment.
Must be flexible and willing to participate in conference calls outside of regular business hours.
Professional proficiency in MS Office suite.
Willingness and ability to travel, including internationally, up to 25%.
