East Africa Regional Security Manager

Palladium is seeking to recruit an experienced East Africa Regional Security Manager. The Security Manager will be responsible for ensuring the safety and security of all program staff and assets, implementing the Risk Management Plan, producing the Emergency Contact Plan, drafting security reports to be submitted to the Global Safety & Security team, and providing regular updates to the Country Director.

Reporting and Supervision:

The East Africa Regional Security Manager will report to the Country Director, but will also have a reporting requirement to the Palladium home office Safety and Security Team.

Primary Duties and Responsibilities: 

Manage security processes, including:

Develop and maintain a project-level safety and security assessment and a risk management plan that tailors Palladium’s existing assessment and plan to SAA. The plan will include protocols for emergency response, travel management, and staff training, among others
Provide arrival briefs, induction training for new staff, and regular staff training on good security and safety protocols, including encouraging use of Drum Cussac application
Train, mentor, and supervise local Safety & Security Focal Points, and use Palladium’s tools, such as the Drum Cussac application and Egencia travel management platform, to implement risk management protocols
Manage relationships and contracting of professional security services and information service providers, as needed. Share updated situational analysis at least weekly, using Drum Cussac alerts, and other sources. Regular security updates should include threat updates and incident details for all regions. Structured updates to be presented in person on a weekly basis to COP, Team Leads (or deliver on Teams as needed)
Participate in the design of innovative strategies to implement activities in these challenging environments
Assist in production of, review and training on project specific SOPs
Assist in conducting site surveys for office and accommodation sites and travel threat assessments. Provide copies to Palladium Global Security
Assist in developing a communications plan with alternate (e.g., satellite phone) means of communication in the event of the failure of the mobile network
Participate in and adhere to Palladium Group cascade system for incident notification including a requirement to file an official report within 24 hours of an incident affecting project staff
Serve as the security point of contact for Palladium country presence
Develop and implement plans for specific periods of elevated risk such as planning for an election period, localised instability, airport closure or mass casualty event
Ensure static security for office and residential locations: Solicit, select, and manage relationship with security firm providing guarding presence at office and residential locations where required by Palladium Group Review all risk assessments every 3 months and update
Provide a list of hotels cleared for use by Palladium staff. To be supported with a risk assessment

Mobile Security

 Support for movement on a call-down basis and based on local threat conditions
Provide safe and secure airport pickup and drop off services where necessary
Provide assistance in vehicle and driver selection
Manage and ensure safety and functioning of the vehicle fleet

Communications

Tracking application providing 24hr coverage of staff movement and facilitating a panic response in the event of an incident
Production, management, and testing of a viable communications tree system
Engage with third parties, including local government, the Partner Liaison Security Office (PLSO), International Non-
Government Organisation (INGO) security coordination mechanisms, the United Nations Department for Safety and Security
Liaise with STTA/International travellers prior to arrival and arrange in country security orientation brief

Crisis Management Plan (CMP)

Assist in the production and implementation of a CMP designed to deal swiftly with any level of incident
Link into Palladium Group for incident reporting and crisis management response.
Liaise with Palladium Group’s insurer to provide all assistance in the event of security related evacuation or relocation
Practice and rehearse incident response drills with all teams

Medical

Facilitate access to medical facilities for minor ailments
Liaise with Palladium Global Security Team to provide all assistance in the event of medical incident or repatriation

Key Competencies Required:

Extensive familiarity with the specific target zones of the program
Good interpersonal skills and dedication to the role
Experience providing risk management, safety, and security services for large firms and/or donor-funded programs in East Africa region
Networks and connections with the development community in Kenya
Networks and connections with the security industry in Kenya
Familiarity with software and IT platforms to support safety and security of people and assets
Ability to work off schedule hours in the case of emergencies
Proficiency in English and local languages
