East Africa Regional Finance and Administration Manager

The RFAM ensures strong internal controls and capacity that enables LWR and IMA country offices and local partners to manage effective and accountable financial systems, comply with internal and donor policies, and abide by local laws. The RFAM provides in-depth support to country offices in Kenya, Uganda, and Tanzania and is responsible for overseeing all aspects of financial management including accounting, internal controls, donor compliance, budget development and analysis. The RFAM provides technical assistance to country programs or large projects that have robust finance and administration teams that report directly to headquarters. The RFAM coordinates closely with the Africa teams within International Finance and Livelihoods and Economic Development at the LWR and IMA headquarters. As the regional office is shared by the Kenya country office, close coordination with the Kenya team on responsibilities that apply to shared resources is needed.
Enhance internal controls and systems to safeguard the assets of country offices

Ensure application of policies contained in the Overseas Finance and Administration Manual, country Employee Handbooks, Safety and Security Plans and other manuals and policies.
Develop comprehensive partner monitoring systems and ensure follow up on any areas of improvement (for programs with a smaller F&A team).
Evaluate robustness of financial management systems and to ensure compliance with donor requirements, and/or international accounting standards for country offices and partners (for programs with a smaller F&A team).
Oversee country offices’ audits (statutory annual audits, internal audits, donor audits) (for programs with a smaller F&A team).

Ensure efficient and effective financial and administrative management of country offices (for programs with a smaller F&A team).

Oversee country offices’ use of general ledger software.
Oversee country offices’ financial planning and reporting.
Oversee procurement procedures and practices established by the country offices and ensure compliance with the internal and applicable external polices and manuals.
Ensure each country office has on retainer a qualified legal counsel related to local labor and tax law.

Provide technical assistance for business development and grants management

Ensure development of high-quality cost proposals and management structures for restricted funding proposals/bids.
Coordinate finance and administrative components of project implementation and monitoring (for programs with a smaller F&A team).
Advise on donor agreement and regulation compliance (for programs with a smaller F&A team).
Serve as the focal point for the Project Information Management System of program and financial tracking (for programs with a smaller F&A team).

Coordinate human resources management systems

Ensure compliance with internal human resources policies and current national labor laws, including the country-specific employee handbooks.
Ensure proper onboarding and separation procedures are completed promptly and all employee information is kept up to date in local HR files and with HQ.
Coordinate the regular application of the performance management system for all country office staff.

Supervise direct reports and other duties

Supervise assigned finance and administration staff (country finance and administration managers, finance assistants, office administrators, drivers).
Other duties as assigned.

Qualifications

Deep commitment to LWR and IMA’s core values and an ability to model those values in relationships with partners and colleagues.
Four-year university degree in accounting, business administration or equivalent, certified as a Certified Public Accountant; specialized training in Human Resources Management a plus.
A minimum of seven (7) years demonstrated experience in public accounting, auditing, and office administration, in the INGO sector. At least three (3) years of supervisory experience required.
Experience developing multimillion-dollar proposals for restricted funding sources (US and other national government aid programs, multi-lateral agencies, foundations).
Three (3) or more years of experience implementing or overseeing financial and administrative aspects of multi-year, high value institutional donor funded programs.
Extensive knowledge of U.S. government funding rules and regulations, cooperative agreements and contracts. Other bi-lateral donor rules and regulations a plus.
Proficiency in using accounting, Word, Excel, PowerPoint, Outlook, and web browser software. Experience in the effective use and management of Quick Books a major advantage.
Experience providing capacity building, conducting financial reviews/monitoring of country offices and partner organizations (NGOs, CBOs), and providing corrective action plans.
Ability to be accurate and attentive to detail in project accounting, tracking and monitoring, writing, editing, typing and filing.
Ability to prioritize, organize and carry out multiple tasks efficiently under pressure and with little supervision; ability to accept supervision.
Highly developed analytical and communication skills, and ability to assimilate and process information for wide-ranging audiences.
Ability to work with diverse groups of people in multicultural, team-oriented environment.
Professional proficiency in written and spoken English. Additional language(s) spoken in the region a plus.
Ability to work legally in Kenya.
Ability to travel within the region and internationally as needed, up to 60% of the time.
