Job Specifications

Specific Duties and Responsibilities:

Coordinating the establishment, building, and maintenance of partnerships with national and county governments, private sector, communities, and stakeholders on drought risk management, climate change adaptation, and shock-responsive safety nets.
Providing leadership and coordination of common programming by various stakeholders to achieve the national vision on drought risk management.
Spearheading the development of strategies, manuals, and guidelines on risk analysis and participatory tools for mainstreaming drought risk management and climate change adaptation in planning and budgeting processes.
Coordinating monitoring and evaluation of strategic interventions that enhance resilience to drought and climate change adaptation.
Leading the development and appraisal of proposals for drought resilience, climate change adaptation, and drought preparedness projects.
Coordinating the preparation and implementation of capacity development strategies for national and county actors/planners on drought risk management and climate change adaptation.
Coordinating the generation, management, and sharing of knowledge on drought resilience and climate change adaptation initiatives.
Coordinating the development of procedures and guidelines for drought preparedness and resilience initiatives.
Facilitating access to resources from national disaster risk financing instruments (e.g., National Drought Emergency Fund, Cat-DDO) and donor-supported frameworks.
Coordinating development of proactive systems and mechanisms to enhance drought resilience and minimize losses.
Reviewing and improving drought preparedness strategies in consultation with stakeholders and relevant institutions.
Overseeing the development and consolidation of drought preparedness plans, departmental work plans, and budgets.
Managing contracts for drought preparedness, resilience, and climate change adaptation interventions.
Coordinating operations and performance management within the department.
Ensuring continuous capacity development for directorate staff.
Acting as the principal advisor on drought resilience and climate change adaptation matters to the technical directorate.
Providing leadership in monitoring the implementation of the Ending Drought Emergencies strategy in collaboration with the Directorate of Planning, Policy, and Research.
Promoting the implementation of strategic development interventions that enhance resilience to drought and climate change.
Leading the development and implementation of a strategy to mainstream drought management and climate change adaptation into national and county-level development planning and resource allocation.
Coordinating continuous capacity development of county and national planners through training, development of manuals and guidelines, and other measures.
Providing vision for the design and delivery of the Authority’s knowledge management function.
Collaborating with the Directorate of Planning, Policy, and Research to build a strong evidence base to justify investments in drought resilience.

Person Specifications

For appointment to this grade, a candidate must have:

Bachelor’s degree in either Range Management, Agriculture, Livestock, Economics or Agricultural Engineering, Rural Development Studies, Mathematics, Statistics, computer Science, Environmental Management, Developmental Studies, Agricultural Economics, Community Development, Information Science or Project Planning and Management from a recognized institution
Master’s degree in either Range Management, Agriculture, Livestock, Economics or Agricultural Engineering Rural Development Studies, Mathematics, Statistics, Computer Science, Environmental Management, Developmental Studies, Agricultural Economics, Community Development, Information Science or Project Planning and Management from a recognized institution
Work experience of at least fifteen (15) years cumulative in a relevant field, five (5) of which should be in Senior Management position
Professional qualification & membership to a professional body where applicable
Leadership course lasting not less than four (4) weeks
Proficiency in computer applications
Fulfilling the requirements of Chapter Six of the Constitution

To manage the operations of the Resilience Directorate, the Director needs to be:
Broadly knowledgeable in corporate governance, public finance management Procurement, Labour laws, and current drought management and climate change related issues.
Strategic and innovative thinking.
Ability to mobilize resources
Problem solving and negotiation skills,
Team building
Organizational skills and evidence of being a strong team player; and
Thorough understanding of National goals & policies and to develop objectives and translate them into national drought mitigation policies, programmes and projects.
