Director, Procurement

Job Summary

The Director, Procurement is responsible for providing leadership and oversight to the Procurement function and en- sure timely procurement of medical supplies, goods, works and services in line with the Public Procurement and Asset Disposal Act 2015 and the Authority’s policies.

ROLE AND RESPONSIBILITIES

Lead in formulation and development of policies, procedures, guidelines and strategies on all matters procure- ment.
Coordinate and supervise the tendering and quotation process.
Lead the technical evaluation of supplier bids and liaise with technical experts across the firm in selection of suppliers.
Lead the drafting of service level agreements between the Authority and suppliers and support internal users in monitoring of supplier performance.
Ensure best practice is employed in the procurement process to give the Authority leverage in the market while providing expertise advice to the senior management team.
Coordinate and supervise the tendering and quotation process.
Guide on the constitution of the tender opening committee, evaluation committee, inspection and acceptance committee and disposal committee and oversee the disposal of obsolete assets/items.
Ensure preparation of monthly, quarterly, semi-annual and annual reports on procurement activities and as pro- vided by law.
Liaise with Heads of departments to identify and submit list of commodities/items proposed for Disposal.
Lead the development and coordination of the directorate’s budget.
Manage the performance of assigned team and coach them to develop their competencies.
Carry out any other role as assigned in line with delegated authority matrix.

ACADEMIC AND PROFESSIONAL QUALIFICATIONS, KNOWLEDGE AND EXPERIENCE

Masters Degree in Supply Chain Management, Procurement, Commerce, Finance or any other business-related field from a reputable institution.
Bachelors Degree in Supply Chain Management, Procurement, Commerce, Finance or any other business-related field from a reputable institution
At least 10 years’ relevant work experience, of which five (5) years must be in senior management position. Professional qualification from Kenya Institute of Supplies Management (KISM) or Chartered Institute of Procure- ment & Supply (CIPS)
Full membership from Kenya Institute of Supplies Management (KISM) or Chartered Institute of Procurement & Supply (CIPS) or any other relevant body.
Valid Practicing Procurement license issued by Kenya Institute of Supplies Management (KISM)
Good standing membership confirmation from Kenya Institute of Supplies Management (KISM)
