Director of Technical Services, Center of Digital and Data Excellence Procurement Associate

Responsibilities:
Strategic Leadership – 25%

Contribute to the development of the next strategic vision (2024-2029) for PATH’s Centre of Data and Digital Excellence
Provide strategic leadership on the technical strategy for digital health implementation across CoDE by partnering with the CoDE’s flagship digital health program Digital Square and CDC HIT TAP program, and by providing technical guidance and strategy leadership to the other mechanisms (UNICEF PCA, WHO LTA, etc.)

Program Management – 30%

Lead the CoDE technical services portfolio of work, and in partnership with:

Deputy Directors to develop a relevant vision, resource mobilization strategy, execution of funded work, and support people management as necessary
The Director of Implementation to ensure that the technical approach is adapted to the context while adhering to the global technical recommendations and best practices to ensure a sustainable and localized solution to address the requirements
The broader CoDE leadership team, and key PATH stakeholders to incubate and develop a new, agile, data services team within CoDE – comprising not just analytical capabilities but also an advisory/consulting function on data standards, architecture, products, and compliance

Resource Mobilization and External Partnerships – 30%

Develop a pipeline of opportunities for funded work (from both internal and external consumers of the CoDE’s technical services teams) and lead relevant resource mobilization activities
Serve as the CoDE’s primary point of contact, relationship manager, and strategic partner for donors and stakeholders central to the technical services portfolio
Serve as a thought-leader with major funders, international organizations, and program partners, and provide technical guidance and recommend best practices on the implementation data lifecycle, architecture design, standards, data privacy and security, as well as emerging digital technologies ensuring alignment with PATH/CoDE’s vision for country ownership and leadership of digital transformation for health equity

Budget & Risk Management – 15%

Provide oversight for technical services program budgets, working with the operations team, and individual project leads to ensure adequate staff coverage
Provide oversight for technical services program risk identification and management processes, working with the operations team, and individual project leads to ensure adequate mitigations and solutions are instituted as necessary

Required skills and experience:

Bachelor’s degree and 15 years, or postgraduate degree and 10 years, of experience providing technical assistance for healthcare-related ICT interventions including in low- and middle-income settings required. Degrees in public health, international relations, or technology-related fields (e.g., computer science, , informatics, economics, management) desirable
Substantial knowledge of health data standards, related architectural best practices for databases, and advanced analytical methods, including AI. Should have experience delivering data-driven decision-making projects in LMIC contexts, as part of international development efforts
Working knowledge of health information and disease surveillance systems, interoperability, and international standards. Should have experience working in LMIC contexts with the ability to contextualize information systems, as part of international development efforts
Strong skills in business development, partnering with a variety of donors and investors, and building teams to execute assigned work. Experience with securing funding for and managing a consultancy-type business model is desirable
Experience managing and leading a team and related portfolio with demonstrated people management skills to provide guidance and support
Passion for PATH’s mission, as well as for broader global issues of public health, information systems, technology, and international development
Able to communicate effectively with both ICT/informatics professionals and health sector professionals and be able to facilitate communication between these communities
Excellent interpersonal skills, and the ability to develop and maintain effective working relationships with colleagues and relevant project stakeholders
Demonstrated and proactive organizational, prioritization, and workload management skills in a high-pressure environment
Willingness and ability to travel up to 30%
Strong problem-solving, critical thinking and analytical skills
Excellent oral and written communication and presentation skills in English
Must have legal authorization to work in a PATH location. Fully remote candidates will be considered
