Duties and Responsibilities
The Director will be answer able to the Chief Officer responsible for Irrigation Function at the County, for management and coordination of all Irrigation matters at the County.Specific duties and responsibilities at this level will entail:-
overseeing domestication and implementation of national policies, strategies and frameworks on irrigation at the County; spearheading development, implementation and review of County specific irrigation policies, strategies, programmes and projects in line with national policies and strategies, in collaboration with relevant stakeholders;
providing technical advice on all matters pertaining to irrigation at the County;
facilitating development and maintenance of an irrigation database and integration of systematic monitoring and evaluation;
identification of community-based small holder irrigation schemes for implementation in line with national guidelines; and mainstreaming irrigation related statutory obligations such as those that relate to the environment, water and health.In addition, the Director will be responsible for provision of capacity building to farmers and supporting establishment of viable farmer organizations, and in particular irrigation water users’ associations to develop and manage irrigation schemes;
spearheading setting up measures for implementation of adaptation and mitigation to climate change, and enhance sustainable environmental management;
overseeing development and management of irrigation schemes in the County as stipulated in the Irrigation Act and the regulations thereto;
determination and recommendation for issuance of licenses for small scale irrigation schemes; promoting private sector participation in irrigation development; and facilitating identification of priority irrigation research themes in collaboration with related research institutions and other relevant stakeholders for enhanced irrigation development.
The Director will also be responsible for overseeing monitoring and evaluation of irrigation programmes and projects;
coordinating development, implementation and review of irrigation plans and budgets;
and building capacity and managing performance of the Irrigation Division.
Requirements for Appointment
For appointment to this grade an officer must have: –
Served in the grade of Senior Principal Superintending Engineer (Irrigation) or Deputy Director, Irrigation Water Management for a minimum period of three (3) years;
Bachelor’s degree in any of the following disciplines: – Agricultural Engineering, Agricultural and Bio-systems Engineering, Soil Water and Environmental Engineering, Environmental and Bio-systems Engineering, Mechanical Engineering, Soil and Water Engineering, Agriculture, Horticulture, Agronomy, Agricultural Economics, Agribusiness Management, Agricultural Extension and Education, Agricultural Resource Management, Dryland Agriculture, Soil Environment and Land Use Management or any other equivalent qualification from a recognized institution;
Master’s Degree in any of the following disciplines: – Agricultural Engineering, Agricultural Engineering Systems, Land and Water Engineering, Soil and Water Engineering, Environmental Engineering and Management, Water Resources Engineering, Irrigation Engineering, Land and Water Management, Agronomy, Soil Science, Horticulture, Dryland Farming, Dryland Agro Pastoral Systems, Agricultural Economics, Agribusiness Management, Agricultural Extension, or any other equivalent qualification from a recognized institution;
Be registered with a professional body where applicable;
Membership with a professional body where applicable;
Certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized institution;
Certificate in computer application skills;
and demonstrated managerial, administrative and professional competence in work performance and exhibited a thorough understanding of national goals policies objectives and ability to relate them to the irrigation and drainage function.
