Director General Public Private Partnerships – The National Treasury

For appointment to this grade, an officer must have:-

served for a minimum period of fifteen (15) years, three (3) year of whichshouldhave been be at the grade of Director, CSG 4/Job Group ’T’ in any of the National
Treasury departments or in a comparable and relevant position in the wider publicservice or private sector;
a Bachelors Degree in any of the following fields; Business Administration, Economics, Finance, Engineering, Public Administration, Law, Project Managementor in any other related and relevant field from a university recognized in Kenya;
a Masters Degree in any of the following; Business Administration (MBA), PublicPolicy, Economics, Finance, Engineering, Public Administration, Law, Projectmanagement or a related field from a university recognized in Kenya;
a Certificate in any of the following fields- Policy Formulation, Public DebtManagement, Financial Management, Corporate Governance, Leadership, Monitoring and Evaluation or Project Management;
Certificate in any of the following fields- Project Financing, Infrastructure Finance, Public Private Partnership Management from a recognized institution;
knowledge and clear understanding of Contract Law, Project Financeandregulatory compliance;
experience in corporate finance, project finance, infrastructure financeortransactions advisory in large public or private sector projects;
proven track record in deals structuring, negotiating and managing PPP projects orsimilar large investment projects;
demonstrated professional competence, outstanding strategic leadershipskills, managerial capabilities and integrity, clear understanding of National andInternational Development Policies, goals and objectives, financial acumen, communication and negotiation skills, public policy knowledge andriskmanagement; and
a Membership of a relevant professional body (where applicable)

Duties and Responsibilities

Duties and responsibilities at this level will include:-
being the Secretary to the Public Private Partnership Committee;
overseeing management and coordination of operations, staff, finances andphysical
facilities to support the PPP projects and activities;
advising the Committee and the Cabinet Secretary, National Treasuryontheimplementation of PPP projects;
ensuring compliance with the PPP provisions as per the Public Procurement andDisposal Act, 2015, PPP Act, 2021 and other relevant legal provisions;
overseeing the preparation of the PPP Directorate budget and work plans;
putting in place proper internal controls;
communicating and implementing policies, strategies and procedures adoptedbythe Committee;
coordinating the formulation and reviewing of policies relating to Public PrivatePartnerships and submission of the same to the Committee for consideration;
developing and recommending to the Committee on a long-termstrategyfor thePPP Directorate;
nurturing and maintaining a conducive work environment that can attract, retainand motivate employees;
fostering a corporate culture that promotes ethical practises in line withthemandate of PPP Directorate;
mobilizing resources to support PPP projects; and
playing a liaison role with key stakeholders
